DEP intends to award a Contract to one (1) Vendor through issuance of a MyFloridaMarketPlace (MFMP) purchase order (hereinafter referred to as “PO” or “Contract”) under the Department of Management Services (DMS) IT Staff Augmentation Services No. 80101507-SA-15-1 State Term Contract (STC). The RFQ will be submitted to eligible Vendors through the MyFloridaMarketPlace-Sourcing 3.0 (eQuote) portal. Only proposals (quotes) submitted and received through the eQuote portal will be considered for the selection process. Vendors submitting a response to this RFQ must comply with all terms and conditions described within. The purpose of this RFQ is to select one (1) candidate to serve as the Project Manager for select DEP software application development projects. A. The primary functions of this position: - work with software developers, business analysts, data analysts, and other technical/ non-technical subject-matter experts to develop detailed project schedules; - manage and monitor project progress within the constraints of the project management plan, schedule, budget and resources; - identify risks and issues, appropriately escalate with recommendations; - identify change, use appropriate protocols to manage and communicate the change; and - provide status reports and briefings to project team, customers and senior managers. B. This position will report to the OTIS Portfolio Management Services Section (Project Management Office) and be assigned to manage software development projects in the OTIS Enterprise Application Services Section. C. The Project Management position is a new position, not the renewal of a current position. D. Vendor may submit one (1) candidate in response to this RFQ. E. The PO shall establish direct labor hours at specified fixed hourly rate for the position. F. The original term of the Contract will begin upon issuance of a MFMP purchase order and continue through June 30, 2019. DEP may renew the Contract for one (1), one (1) year periods under the same terms and conditions of the original Contract. G. Contract term: July 1, 2017 – June 30, 2019. H. Should DMS choose to exercise their option to extend the IT Staff Augmentation Services No. 80101507-SA-15-1 STC for six months per Chapter 287.057(12), DEP reserves the right to renew the awarded contracts through the period of June 30, 2020. I. Renewals – o Shall be in writing and agreed to by both parties. o Are contingent upon satisfactory performance evaluations and subject to availability of funds. 287.057(13) and 287.058(1)(g), Florida Statutes. o Shall be in place before a contract expires. o Renewal price is set forth in the price proposal submitted. The fixed hourly rate shall not increase during the term of the Contract. No other costs for the renewal may be charged. o Shall be subject to the same terms and conditions as the original Contract. J. Section 10. Scope of Work, provides a snapshot of the Staffing Matrix for a staff augmentation position.
