This work is being performed under the State Master Contract for IT Services, Term Contract SPB 06-1263B for a Project Manager and Business Analyst from the same firm to identify and analyze all of the business processes that would be impacted by Motor Carrier electronic payment capabilities and document all of the requirements as a result. The scope of this is limited to those processes tied to the Motor Carrier activities as identified within this document. Phase 1 of this project will focus on the identification and analysis of the business processes that would be impacted by Motor Carrier electronic payments and document all of the requirements as a result. The scope for this is being clarified in sufficient detail to solicit outside vendor resources through the State Contractor Engagement Process (CEP). The chosen vendor will provide both a Project Manager and a Business Analyst who will lead the process identification and requirement elicitation process, providing all necessary documentation. Phase 2 will be the elicitation and evaluation of specifications from the appropriate vendors, Affiliated Computer Systems, Inc. (ACS) and Montana Interactive (MI). Vendor specifications will include an explanation of the solution, projected costs, and timeframe for completion. A final analysis would be conducted to validate the components and the priority for inclusion in the Development, Testing and Implementation effort, Phase 3.
