Individuals at this level will typically be assigned to manage projects under the direction of a State supervisor or manager. Individuals with this level of experience are suitable for small Client Agency projects with clear, achievable outcomes, or in assignment as project support on larger projects. Individuals at this level can also be used to in the capacity of a Project Controller, provided that they can satisfy the basic requirements of that position. Advanced level: Individuals with a mastery of project management skills, qualifications and experience. This individual shall function effectively with very little supervision, while maintaining a high professional standard. They are assigned to extremely complex and/or high risk projects that reflect the highest priorities of state government. These individuals are comfortable working with the highest levels of state government and are able to contribute to the furtherance of the states objectives. These individuals have the necessary skills and experience to assist in statewide project portfolio management and/or IT Investment Management. 1. PROJECT/SYSTEM OVERVIEW DAS-BEST and the Enterprise Content Management Solution Program seek a Project Manager with Business Analysist skills (PM/BA) to manage the ECMS projects scope, deliverables, cost, time, resource, communication, quality, and work with key resources to define and document business requirements, review business processes, map data elements for ECMS Program. The ECMS system functions include all aspects of digitalizing, storage and managing retention of enterprise records: Retention Policy Administration Digital Content Repository Scanning, indexing and ingestion of content Search, retrieve and annotate digital content Records retention management 3. SCOPE OF WORK The ECMS Program is seeking a Project/Program Manager with Business Analyst experience (PM/BA) in the form of a Project/Program Manager Level 3 (Vendor Managed Service Provider Contract Agreement 14PSX0338). The contracted PM/BA is needed to work with the ECMS project teams on multiple efforts to implement new feature enhancements, expand new agencies, and execute process improvement configurations. This position is estimated as follows within the ECMS Program. Ø PM to support the IER Navigator Project effort estimated at approximately 50% Ø PM/BA to support DVA Datacap/FileNet Project- effort estimated at approximately 30% Ø PM/BA to support SPRB Datacap Project- effort estimated at approximately 20% Specific Services Required Work as the Project Manager with the overall responsibility for the successful initiation, planning, design, execution, monitoring, controlling and closure of a project. Work with the agency stakeholders and subject matter experts to become familiar with the current licensing system. Lead and participate in process improvement activities with agency personnel based on business requirements and best practices. Elicit and document detailed requirements for multiple ECMS efforts.
