Development and design of the marketplace is funded with federal Exchange establishment grant funds. The temporary personnel services requested are needed to support the on-going design and development of information technology systems consistent with enrollment goals and federal and state law and rules. The IT Specialist supports a collection of business applications and processes and applies a wide range of specialized knowledge, skills, tools, and techniques to the development of these platforms. Qualifications IT Specialist - Works in the field of Information Technology, experienced in the usage and support of a collection of development platforms, technical architectures or business applications and products that run on those platforms - beyond that of a Programmer. Expert - 84+ months: Candidate is able to provide guidance to large teams and/or has extensive industry experience and is considered at the top of his/her field. 120 months of business analysis experience with complex large-scale (100 million or greater) eligibility systems. 120 months experience in reviewing and evaluating technical specifications for compliance with business objectives and requirements. Including writing / reviewing / managing QA test plans. 84 months of specialized experience analyzing complex business processes, developing business process flow charts and creating business use cases. 84 months of experience successfully documenting, communicating, and validating requirements throughout the system, process, or product/service development lifecycle for all changes to processes that would enable the organization to achieve its goals. 84 months of experience providing clear written communications to business owners, IT program team members, and management. 48 months working with the with the NYS Health Exchange, or other State-based or Federal health exchange with specific focus on eligibility determination rules and Affordable Care Act (federal) rules. 84 months experience with MAGI or non-MAGI Medicaid populations, rules and regulations. Day-to-Day tasks Working closely with NYSoH program staff, vendors and other stakeholders to define requirements, to elicit, analyze, communicate, and validate these requirements. Guide requirements gathering meetings to elicit functional requirements from business users to define system functionality Analyze, develop and review process flow charts and other business documentation to define business processes Document complex functional requirements in a thorough and clear formal requirements document Consult with and advise department staff during the technical design process. Analyze, review and comment on design specification documents Analyze, review and comment on technical documentation such as interface control documents Conduct and participate in stakeholder review meetings for requirements and design specification documents Coordinate and document resolution of requirements and technical design comments and gaps with business and vendor staff Provide guidance in the development of test scenarios Perform software testing as needed including specifying test scenarios and test cases, executing tests, and analyzing and documenting defects in a defect management system   Call 502-379-4456 Ext 100 for more details.
