Scope of Work
Overview

To accomplish the objective of this project, we plan to break the evaluation into two parts. A landowner evaluation and a hunter evaluation. The landowner evaluation will consist of a selection of landowners currently enrolled in the PLOTS program as well as another selection of landowners not currently enrolled in the program. We would start with a quantitative mail survey to these two landowner groups and to hunters from our license database.
Based on the information we receive from the quantitative mail landowner survey and online hunter survey we will hold four (4) to six (6) focus groups across the state to get more qualitative information about the existing program and ideas for changes we could make to the program. The mail surveys will ask participants if they would like to be considered for an in-person focus group meeting. The Contractor

will assist with survey and analysis of this project. The Contractor will develop the survey instrument with input from Department staff, print and mail surveys, conduct an analysis of the data collected and produce a final report to the Department. The Contractor will secure locations for the focus group meetings with assistance from the Department. The Department will furnish the address list and names of landowners and hunters for the surveys, which will be mailed, collected and compiled by the Contractor.
Description of Specific Tasks
The Contractor will follow the scope of work outlined below and is required to:
* Develop a survey instrument with input from Department staff
* Produce and print a mail survey to be distributed to the following groups:
* Sample of North Dakota hunting license holders – approximately 1,500
* Sample of landowners enrolled in the Departments PLOTS program – approximately 1,500
* Sample of landowners not currently enrolled in the Departments PLOTS program – approximately 1,500
* From the hunter and landowner surveys, a subset of random individuals will be asked to participate in in-person focus group meetings. Estimate of 10 individuals per meeting.
* Develop and facilitate a total of four (4) to six (6) focus group meetings in the state.
* This includes securing a location for the meeting; contractor will be responsible for any contracts or payment required for the meetings
* Developing the topics
* Inviting focus group members
* Paying incentives (not to exceed $100 per individual)
* Facilitating the groups
* The Department will provide assistance with all aspects of the focus group
* Analyze data collected from the mail surveys and focus group meetings
* Complete the project within the following timeline:
* January – May 2017 – Develop survey instrument
* May – July 2017 – Develop mailing lists and pilot test survey
* August – December 2017 – Hunter and landowner surveys
* January – March 2018 – Focus groups
* April 2018 – Final results and report summary

Deliverables

The contractor will be required to provide the following deliverables:
1. Identify expectations of stakeholders of the program (hunters and PLOTS landowners)
2. Determine type of acreage to enroll that is most beneficial for the hunting public. (hunters)
3. Determine the most efficient program options (PLOTS and non-PLOTS landowners)
4. Demographics – gender, age, residency, etc…
