Key person should have the qualifications listed below as well as a Certified Information Systems Specialist Professional certification. Risk assessment experience is perferred. This will be an hourly position for up to approximately 500 hours lasting through December 31, 2011. It is not a 40 hour work week. Responsibilities: * Attend meetings or conference calls as needed and present Project status as directed by REA * Ensure that deliverables submitted to REA by Contractor meet deliverable requirements * Hold and report on regularly scheduled meetings and document activities in coordination with REA staff * Conduct all work in accordance with applicable professional standards * Conduct all work in accordance with agency rules and policies. On-going Risk Assessment * Ability of Contractor to meet delivery requirements * Modification & Development * Deployment * Operations & Maintenance * Effectiveness of contract * Deliverables confirmation to State of Oregon Information Security Standards and related requirements Evaluates and tests new or modified software programs and software development procedures used to verify that programs function according to user requirements and conform to establishment guidelines: Writes, revises, and verifies quality standards and test procedures for program design and product evaluation to attain quality of software economically and efficiently. Reviews new or modified program, including documentation, diagram, and flow chart, to determine if program will perform according to user request and conform to guidelines. Recommends program improvements or corrections to programmers. Reviews computer operating log to identify program processing errors. Enters instructions into computer to test program for validity of results, accuracy, reliability, and conformance to establishment standards. Observes computer monitor screen during program test to detect error codes or interruption of program and corrects errors. Identifies differences between establishment standards and user applications. Monitors program performance after implementation to prevent reoccurrence of program operating problems and ensure efficiency of operation. Writes documentation to describe program evaluation, testing, and correction. May evaluate proposed software or software enhancement for feasibility. May develop utility program to test, track, and verify defects in software program. May write programs to create new procedures or modify existing procedures. May train software program users. Advanced Quality Assurance Analyst capabilities with 9 or more years of experience*. These consultants are recognized as top professional in their chosen field. Considered "Guru" subject-matter experts in IT Professional Services. Individuals possess multiple years of software experience and are extremely competent in: complicated software applications, evaluating, testing and modifying existing and new software programs, configuration, and software product evaluation. They have worked on multiple critical projects, have demonstrated the judgment to plan and accomplish goals; performs a variety of complicated tasks and will typically hold advanced education degrees or certifications, such as, but not limited to, a Certified Quality Assurance Analyst (CSQA). *These advanced degrees and certifications may substitute for 0-6 years of experience at this skill set level, and for this skill set level only.
