The Executive Office of Labor and Workforce Development (EOLWD) is in the process of creating a new Department of Family and Medical Leave (DFML) to administer these benefits. In approaching the design and implementation of this greenfield program, EOLWD and DFML intend to be empowered through technology, to leverage lean business processes, to leverage existing state resources where possible, and to provide a positive, modern, digital-first customer experience. The Executive Office of Technology Services and Security (EOTSS) is partnering with EOLWD and DFML to clarify the technology needed to support claims and benefits administration for the new program. As a Solutions Architect, you will lead EOTSSs technical discovery to define the design and architecture of the technology required to support DFMLs operations (benefits/claims administration), confirm intended outcomes for the technology, translate these from conversations into written guidance for implementers (which may be other members of the team). You will provide technical oversight and direction for development of DFMLs technology for a selected vendor (through our statewide procurement process) to build out. A candidate coming into the position will utilize their technical expertise and experience with procurement policies/ processes to: • Run RFR reference checks from a technical standpoint on vendors that bid • Utilize technical expertise to answer technical questions vendors may have throughout the procurement bidding process Additional context: ? DFML estimates receiving roughly 200,000 claims per year for medical leave and family leave (paternity or maternity leave) combined. ? As part of intaking claims and determining eligibility, DFMLs system will need to interface with other Commonwealth systems, including the Department of Revenue, Department of Industrial Accidents, Department of Unemployment Assistance, among others. ? The user experience for claiming medical leave (e.g. to care for someone who is sick, or to take time off work because of an illness or injury) and family leave (e.g. to care for a new baby) may require different workflows. While these front-end experiences may be different, processing and administration of claims will likely happen in the same back-end system. ? In addition to claims intake and administration, DFML will also need to be able to perform program assurance, oversight, and reporting functions. Objectives: ? Research possible technical approaches to claims and benefit administration ? Clarify technical priorities and requirements for DFMLs request for proposals (RFPs) ? Identify three or more vendors with relevant experience and success implementing similar systems (or critical components of similar systems) for all priority areas ? Make specific recommendations on how to structure RFPs to encourage experienced vendors to submit compelling proposals for the Commonwealths preferred solutions ? Provide clear, specific input to the RFP evaluation team to weigh pros and cons of different technically viable solutions as part of the published evaluation process ? Identify key milestones and objectives for major phases of technical implementation ?
