Description :

The scope of work is intended to describe specific expectations and services that the successful offeror will be responsible for completing once awarded.

An offeror must provide a detailed response for each of the following sections:

1. Overall Expectations: STATE is seeking to award a contract for the cost reporting and rate setting for the eight Human Service Centers, which are under the umbrella of the North Dakota Department of Health and Human Services for Section A and Section B.


Section A
The cost reporting shall consist of eight clinic-based cost reports for FFS with rates and cost reports completed by June 15, 2024, for the first year. An example of the FFS cost report is shown in Attachment B, Sample FFS Cost Report, and made a part of this RFP. Beginning year two, STATE would like the FFS cost reports and rates completed by January 1 for a July 1 start date of rates. The successful offeror shall produce materials highlighting the rates that are set statewide but also include a report that shows individual cost, duration, rate, and prior year rates for each service code per Human Service Center for comparison. An example of the comparison rates is shown in Attachment C, Sample Rates with Comparisons, and made a part of this RFP.

Section B
The cost report shall consist of one PRTF cost report as a basis to establish rates for services provided. Currently, annual rates are based on cost reports that are submitted September 30. The successful offeror shall produce materials highlighting the rates that are set statewide but also include a report that shows individual cost, duration, rate, and prior year rates for each service code per Human Service Center for comparison. An example of this cost report is shown in Attachment D, Sample PRTF Cost Report, and made a part of this RFP.

2. Creative Services: For Sections A and B, the successful offeror shall work collaboratively with STATE to discuss any discrepancies and major differences that are gathered while compiling information for the cost reports required and set the rates accordingly for services provided and collaboratively work with leadership on how the rates were calculated and determine if any adjustments are needed.

3. Planning and Progress Reporting: Within one month of contract award, the successful offeror must provide a detailed plan satisfactory to STATE that shows progress. The successful offeror will be required to provide a monthly status update. In the upcoming years, any findings should be communicated during the monthly update and discussions shall occur as abnormalities are found.

4. Special Projects: The successful offeror may be asked to provide services on a per-project basis in support of collaborative efforts by STATE.

STATE will become the sole owner of all materials that are produced under this RFP.
