Our client in Boston, Massachusetts is seeking an experienced Program / Project Manager

Position Summary:

The Project and Portfolio Manager is responsible for management of technical projects for the Client Company. The Project Manager will lead the evolution of highly-visible, complex agency projects from scoping through delivery, working closely with agency leads, as well as IT managers, project leads, applications, infrastructure, and telecom/network, to drive project planning and execution of complex enterprise software development projects. This role will help shape the roadmap of application-based capital projects, through strategic program and project planning, in conjunction with Department leadership.

This contract may have the opportunity to renew starting next fiscal year, July 1, 2021.

Responsibilities/Experience/Qualifications:

The Project Manager is responsible for ensuring projects are well-planned, executed efficiently, and delivered with high quality. The project manager will work across multiple projects and facilitate activities of cross- functional teams to ensure that pre-determined specifications, timelines, and objectives are met. This role will work closely with the agency and technical team to plan out and accomplish fiscal year milestones, and is responsible for reporting Project status to the Director - PMO, Project leads, Senior IT, and Agency leads, including the articulation of impediments, risk analysis, risk mitigations, timeline and budget impacts. This role will collaborate in the application and continuous improvement of project management for all projects, and will employ appropriate and consistent project management processes, methods, and tools according to the projects requirements.

Primary Responsibilities:

Perform hands-on project management, including:

Coordinating the efforts of resources required to successfully implement project goals and objectives within the prescribed timeframe and budget, escalating when timeline and/or budget deviations are identified.
Identifying significant risks and defining/driving resolution plans; presenting solutions as a hands-on analyst, including the articulation of impediments, risk analysis, risk mitigations, schedule, and budget impacts.
Proactively resolving routine and moderate scope issues, exercising judgement within defined procedures and practices to determine appropriate action, and collaborating with the project team and other departments to resolve issues which affect the project execution.
Managing and maintaining project information, including feature definition and scope.
Performing high-level project tracking, and reporting; delivering metrics to the Director, PMO.
Facilitating regular project reviews (including scrum sessions); participating in individual scrum planning meetings as needed.
Managing cross-team dependencies, coordinating cross-team initiatives and identify blocking issues.
Driving information capturing and sharing, and disseminating best practices across Department; providing clear project communication to stakeholders across all levels, departments, and skillsets.
Ensuring accurate, thorough project documentation. Assist with the development and distribution of reports and project documents defining project progress, issues, and solutions including but not limited to project plan, communication plan, risk register, project timeline, and high-level executive summary.
Supporting and contributing to the development of the Department IT PMO, including providing input and feedback related to IT staffing, allocation, and tracking, and leveraging previous experience to understand the current environm
