Description:

1. INTRODUCTION
The Department of Information Technology (DoIT) is working with multiple departments within the County to implement large enterprise software solutions. These solutions include an environmental management system based upon the Accela Case Management system, a court case management system based upon the equivant JWorks Case Management System, a Shared Services portal based upon Claritys eCommerce platform and a soon to be selected public sector citizen relationship management (CRM) system. The County is in the process of modernizing our overall technology environment and these projects are key initiatives within this modernization effort.

2. OBJECTIVE
To ensure our projects are completed in a timely fashion within budget and base upon our business requirements, Suffolk County is soliciting responses from the GSA IT Schedule 70 Contracted vendors. The objective of this statement of work is to obtain a contract to provide project management services based upon requirements described within this Statement of Work (SOW).

3. PRIMARY RESPONSIBILITIES
The contractor must have demonstrated corporate experience and provide support staff meeting the following requirements:
• Accountable for creating and managing a comprehensive Master Project Management Plan with subordinate Risk Management Plan, Human Resources Plan, Communications Plan and Quality Plan for each project.
• Accountable for achieving approved schedule and budget and works with sponsors and stakeholders on any changes (scope changes).
• Accountable for ensuring quality and timely delivery for all project deliverables.
• Continually identify, prioritize and mitigate project risks and issues.
• Maintain strategic alignment of deliverables and reviewing with management decision makers.
• Identify and govern change and process management considerations critical to the success of the project.
• Perform project team management, driving motivation, collaboration and performance.
• Provide an environment conducive to mentoring, coaching and training.
• Define and drive "rightsized" project management processes, leveraging the Suffolk County standards and best practice SDLC Project Methodology.
• Track short-term project metrics such as schedule variances and user satisfaction to drive improvement.
• Develop detailed use cases to support user acceptance testing.
• The Project Team shall be comprised of representatives from the key stakeholder departments in addition to the vendors, and Technical resources assigned from the Information Technology Department.

Vendor should be aware that Suffolk County may search government databases (PPIRS and/or FAPIIS) for information regarding vendors past performance with other government agencies. Suffolk County may also submit a performance review of the awarded vendor after the project has been completed, if they wish to do so.

4. PROJECT DESCRIPTIONS
The two (2) project management candidates will be responsible for providing project management services for the four (4) projects listed in this section. It is anticipated that a Suffolk County project manager will be assigned on a part-time basis to support the selected candidates.

6.1 QUALIFICATIONS
Personnel proposed must include two (2) project management professional with a minimum of 7 years of experience working with enterprise application implementations. Personnel should have experience in agile development methodologies including Scrum. Personnel are expected to be dedicated to this effort and work on site for the duration of the performance period.
