Create and maintain a Requirements Traceability Matrix (RTM). Assist with the planning of the integration and performance testing. Support system and user acceptance testing. Maximize efficiencies, reduce/eliminate redundant business processes/systems, and to leverage reusability when feasible. Provide assistance and expertise designing and documenting information management solutions (dissemination, collection, and storage), and system interfaces and enhancements. Track system and project deliverables related to Health Care Reform (HCR). Lead the review process of HCR guidelines, provide an overview of the guidelines, and ensure that the appropriate follow-up actions are taken. Help coordinate and/or lead required meetings with intra- and inter- departmental workgroups, county staff, federal staff, business partners, key stakeholders. Document key decisions. Provide briefings as requested to DHCS management with information and recommendations for training and transfer of knowledge to State staff as well as recommendations for inclusion of additional outside Stakeholders impacted or affected by the DHCS HBEx project planning efforts. Identify the business needs associated with the Health Benefits Exchange project and key stakeholders, and document those needs. Assess the interdependencies and integration needs of the major business functions (i.e. integration of disparate systems, analysis, reporting, and management information). Research and provide information for inclusion into a detailed requirements document. Assist in securing project approval from the DHCS, Health and Human Services (HHS) Agency, the California Technology Agency (CTA), the Department of Finance (DOF), and Department of General Services (DGS). Provide any training needed to State and county staff. Provide reports, diagrams, tables and analysis as required by DHCS staff. Prepare weekly status reports documenting the accomplishments for the week, planned accomplishments for the coming week, a list of all projects and activities currently assigned, and any issues related to assigned projects. Ensure knowledge transfer to state staff by working closely and collaboratively with state staff. Note: Additional Contractor responsibilities appear in Section VI, "Responsibilities of the Parties". V. Contractor Requirements The contractor must be available onsite for the duration of the contract. The contractors primary workplace will be at the DHCS offices at the East End Complex in Sacramento. The contractor may be required to attend meetings at the CalHEERS project office in Natomas, the Covered California offices at J and 7th in Sacramento and other project sites in Rancho Cordova. The standard work week is defined as 40 hours, five days a week, Monday through Friday, except for state holidays. The number of hours may fluctuate depending on the project work load. Any increase or reduction to the standard work week must be agreed upon by the HEMI project director. DHCS anticipates an extremely heavy workload during 2013, so contractor vacations or other time off may be severely limited. Mandatory Qualifications: Failure to meet these mandatory qualifications will result in the disqualification of the proposal. Minimum five (5) years of experience in Systems Development Life Cycle (SDLC) and technical writing.
