The temporary personnel services requested are needed to support the on-going design and development of information technology systems consistent with enrollment goals and federal and state law and rules. The IT Specialist will work closely with NYSoH program staff, vendors, and other stakeholders to define requirements for the NYSoH. The IT Specialist will have responsibility for technical aspects at the New York Health State of Health. This includes analysis of business requirements, data analysis, and query development for reporting for business users at the NYSoH. Qualifications: IT Specialist - Works in the field of Information Technology, experienced in the usage and support of a collection of development platforms, technical architectures or business applications and products that run on those platforms - beyond that of a Programmer. Expert - 84+ months: Candidate is able to provide guidance to large teams and/or has extensive industry experience and is considered at the top of his/her field. 84 months of experience logging, analyzing, testing, and troubleshooting defects found in test and production environments. 84 months of experience in System Integration Testing (SIT) and User Acceptance Testing (UAT), including preparing test cases from technical requirements and designing test scripts for various environments. 48 months of experience analyzing, developing and revising flow charts, process models and technical specifications describing as-is or to-be Information Technology (IT) systems or business processes 48 months of experience with Rational Team Concert (RTC), including logging, tracking, and prioritizing work items. 48 months of experience working with the Affordable Care Act or Medicaid which includes Eligibility and Enrollment (not Health Care). 24 months of experience managing report requests, including defining, documenting, and validating data with the requirements 24 months of experience using COGNOS. Bachelors Degree in Information Technology or Computer Science or similar field of study. Day-to-Day tasks: Provide regular status updates to upper management on various projects and keep them abreast of risk, issues and mitigation plans Guide requirements gathering meetings to elicit functional and/or operational requirements to define system functionality and current operations Coordinate and document resolution of requirements and technical design comments and gaps with business and vendor staff Evaluate design, development, testing, and confirm that results are consistent with the system or business processes; Analyze and revise flow charts, process models and technical specs describing as-is or to-be IT systems or business processes   Call 502-379-4456 Ext 100 for more details.
