Ultimately, MSHP believes that this platform will improve the accuracy and timeliness of available information, enhance security and efficiency by reducing or eliminating existing paper-based exchanges, and provide additional capabilities to criminal justice stakeholders. In support of these goals, MSHP is initially seeking to develop and maintain a framework for the electronic handling of warrants as information moves between law enforcement, prosecutors, and courts. For this initial phase of the project, MSHP is seeking a vendor to provide assistance in identifying and defining the services that comprise the warrant business process. The information gathered during this discovery process will then be used by MSHP to create a Global Reference Architecture (GRA) Service Specification Package (including use cases, business process models, information models, and security requirements). This service specification will then be used by MSHP in the future to guide design and implementation activities. Qualifications Potential vendors are expected to have extensive experience identifying services and developing service specifications within the context of the Global Reference Architecture. Additionally, demonstrated experience in the analysis, design, and development of SOA-based infrastructures leveraging nationally-recognized standards is required. Specifically, the ideal vendor will possess the following qualifications and experience: • Extensive experience designing and developing SOA-based infrastructures and information sharing systems within the criminal justice system at the state and/or national levels. • Demonstrated experience in requirements gathering, business process analysis and documentation, and service identification. • Familiarity with and experience using the Global Reference Architecture (GRA) for service design as well as the GRA Guidelines for Identifying and Designing Services. The ideal vendor will have developed multiple service specifications that were subsequently used in real-world implementations or approved as nationally-recognized standards. Assumptions: All scheduled work modifications to the existing applications takes MSHPs project timeline into consideration. Client/Agency will provide the necessary technology access to complete all tasks in a timely manner. Client/Agency will provide access to application software and hardware as required. Client/Agency will provide standard office equipment with normal improvements to complete tasks. (i.e. desk, chair, office space, telephone, computer). Client/Agency will provide access to applications and documentation. Scope: The scope of this project will be limited to assisting MSHP in the development of a GRA-conformant Service Specification Package (SSP) describing the Missouri warrant process. Vendors will be expected to review existing business process documentation, lead discovery sessions attended by business stakeholders, guide MSHP efforts in creating documentation, ensure conformance to applicable standards and processes, and make recommendations based on past experience.
