In November 2016 an updated business plan and environmental scan was completed on the NDHIN. The business plan and environmental scan can be found at: https://www.nd.gov/itd/statewide-alliances/ndhealthit/resources/ndhin The STATE anticipates the need for education and technical services to assist the STATE and along with SMEs (to be contracted through Health Information Network Subject Matter Experts & Consultants RFP 112-1712, released on December 18, 2017) to implement the NDHIN Business Plan through September 2021. In conjunction with HITAC and the NDHIN, the Offeror will be responsible for: a. Conducting in-depth environmental scan of Electronic Health Records (EHR) and information systems utilized by stakeholders. b. Educating stakeholders on the NDHIN and it service offering. c. Assisting prospective stakeholders with the contracting process. d. Assisting stakeholders with onboarding including conducting technical assessments. This will entail working with stakeholders directly or with their EHR vendors to ensure interfaces and other technology are completed in a timely manner. e. Assisting with stakeholder training on the NDHIN service offering. This will entail training stakeholders directly through various avenues (stakeholder locations, web collaboration, etc.) to ensure training is completed in a timely manner and meets the needs of the stakeholder. f. Assessing workflow processes and assisting stakeholders with integrating the NDHIN services into their daily work flows. g. Assisting and coordinating with stakeholders usage of the system to meet meaningful use and day to day patient centered operations. Offeror must provide a full response to each item listed in this section without cross referencing other sections of the proposal. If the Offeror is successful, the Offeror agrees that it shall comply with all experience, and qualification items throughout the full term of the Contract. Offeror must use the table format and maintain numbering provided by the STATE to respond to each item. In addition, the Offeror Response must include any specific references and/or supportive materials as described in the Offeror Response. The STATE reserves the right to determine whether the supportive materials submitted by the Offeror demonstrate the Offeror will be able to comply with the items listed. No. GENERAL 1.
