Job Description Developer: MS Access, SQL Server, Visual Basic, Report Writing

The Contractor shall:
1. Have 3 years or more prior experience in application development and support for the
SNACS and/or FNSWeb and/or FNSIVR systems at the Maryland State Department of
Education.
2. Provide Software development and project staff who have knowledge and experience
with USDA regulations, terminology and business processes as they relate to MSDE and
the FNS or FDS Data Systems.
3. Make knowledgeable staff available on an as needed basis to support FNS application
issues.
4. On and off site software development capabilities.
5. Respond to and resolve critical issue with regard to any aspect of the claims payment
process within 24 hours of MSDEs request for service.
6. Provide a web-based change request application.
7. Be required to implement a project communication scheme that demonstrates the
vendors ability to respond to application issues, request for maintenance and or
enhancements.
8. Be required to provide time and cost estimates in response to MSDE requests for
application enhancements and or extensive maintenance.
9. Be required to maintain a configuration management process that ensures that changes to
the system are developed, tested and implemented in an orderly manner.
10. Maintain documentation on system enhancements, estimates and scopes of work in
Microsoft Word and Microsoft Excel. Documentation must be provided to MSDE as
requested at the end of the contract.
11. Required document meeting minutes and conduct regular project meetings with MSDE
staff as required.
12. Be required to coordinate technical issues with MSDE OIT staff when necessary.
13. Be able to manage the personnel security requirements as described in section titled
Qualifications A (Note) below.
14. Provide technical staff with experience in Project Management, Web Development, Visual Basic,
MS Project, MS Access 2003, MS SQL Server, MS Windows XP, MS .Net, and MS Visual Basic.Net.
15. Provide a monthly summary of billable hours based on work completed and accepted by
MSDE/SCNPB. All completed tasks submitted for payment shall include a description
of the work done, the number of hours needed to complete the task and the applicable
cost per hour. Invoicing shall be no less frequent than monthly.

Offeror Qualifications:
A. Essential Requirements:
To be considered, the Offeror must provide the following experience and requirements along with their
submission as follows:
• A summary of project background for recent projects of similar scope.
• Proven experience in programming in MS Access 2003 and MS SQL Server, MS Visual Basic,
HTML, and XML.
• Successful experiences in MS Access 2003, Web Authoring, Database and Report Writing/Editing
• Proven experience and knowledge of the USDA Child Nutrition Programs as they relate to the
business processes of MSDEs SCNPB.
• Successful experience in programming in SCNPBs FNS/FDS Data systems is required.
Note: The Contractor must also adhere to the normal data security procedures as defined by MSDE.

B. Education Requirements:
A minimum of a bachelors degree in Information Systems/Computer Science
