It is the STATEs objective that the program accounting staff build a strong working knowledge of the program area(s) they support using the forecasting and what-if features of the desired solution. Many of the program areas project their spending based on cost and caseload trends. By understanding the underlying utilization and cost drivers, the STATE can better predict and provide supporting evidence for the budget request. 3.2 INFORMATION TECHNOLOGY SOLUTION The STATE has developed Requirements Matrix (Attachment B) to describe the requirements for the proposed solution. See this Attachment for a detailed description of the required and desired features and functionality of the IT solution. The IT solution must be implemented with a minimum of all requirements rated with a priority of Core and Essential. If the Offeror is successful, the Offeror agrees that it shall comply with all requirements throughout the full term of the Contract. Offerors must provide a full response to each requirement without cross referencing other sections of the proposal. Offerors must use the table format and maintain numbering provided by the STATE to respond to each requirement. Attachments, documents, or samples must be clearly referenced where in the response they can be found in the in the applicable item number. In addition, the Offeror Response must include any specific references and/or supportive materials as described in the Offeror Response. 3.4 EXPERIENCE AND QUALIFICATIONS REQUIREMENTS All items listed this section are experience and qualification requirements. Offerors must provide a full response to each requirement without cross referencing other sections of the proposal. Offerors product solution must meet the following mandatory requirements: a) The solution must be a Commercial off-the-shelf (COTS) or Software-as-a-Service (SaaS) solution that has been commercially available for a minimum of two years and has been successfully implemented for a minimum of three customers. b) Offeror must have performed similar work for a comparably sized government entity within the previous two years. c) Offeror must have successfully implemented the proposed solution for at least one government entity and satisfactorily performing for at least six months. d) Offeror must have at least three years professional experience performing similar IT consulting.
