SPECIFICATIONS The STATE has developed Specifications Matrix – Attachment A – to describe the specifications for the proposed solution. See this attachment for a detailed description of the required and desired features and functionality of the IT solution. The IT solution must be implemented with a minimum of all specifications rated with a priority of Core and Essential. B. ITD ENTERPRISE ARCHITECTURAL SPECIFICATIONS 1) Standards and Guidelines The proposed information technology solution is required to comply with the STATEs information technology standards and guidelines unless an exemption is obtained. Security standards are available upon request by contacting the procurement officer for this RFP. Information Technology Department (ITD) Enterprise Architecture Standards and Guidelines can be found at: https://www.nd.gov/itd/standards 2) Compatibility with Existing Technology. The proposed information technology solution is required to be compatible with the following existing technology: a) FileNet b) Microsoft Dynamics c) Office 365 d) Other third-party consultant technologies 3) Hosting – Approval Required for Vendor Hosted Solutions. The STATE will consider a vendor-hosted solution; however, award of a contract for any vendor hosted solution will be contingent upon approval of a hosting exemption. State law, N.D.C.C. § 54-59-22 requires ITD or an ITD approved vendor host all information technology systems unless a hosting exemption is granted. If the hosting exemption is not approved, the STATE will reject the proposal as being not responsive to this hosting approval requirement. C. LICENSING The contractor will provide the STATE with all applicable licenses related to the proposed solution. D. PROFESSIONAL SERVICES SPECIFICATIONS The STATE seeks professional services provided by the contractor to meet the deliverables as defined in Section 3.I Contract Deliverables and Estimated Schedule in order to achieve the objectives of this project. E. LOCATION OF WORK – TRAVEL When work onsite it is performed, completed, and managed at the following locations: Bismarck, ND. The STATE shall provide adequate workspace for the contractor when required. F. STATE-FURNISHED PROPERTY AND SERVICES The STATE will provide a conference room and additional space to be determined and WIFI access. The STATE will provide a sponsor, a primary project manager, and approximately 4 (four) subject matter experts in addition to 1 (one) IT resource. G. RISK MANAGEMENT The contractor will take appropriate measures to ensure the safety of its employees, state employees, the public, and property. The contractor must identify any additional risks associated with the project. H. PROJECT MANAGEMENT The STATE and contractor will be required to comply with the STATEs requirements related to Project Management of Large Information Technology Requirements, including 3.3 PRODUCT SUPPORT AND CUSTOMER SERVICE SPECIFICATIONS A. WARRANTY CONTRACTOR must provide a minimum of a 1 (one) year warranty for the proposed solution. The Technology Contract – Attachment E includes provisions related to warranties. The STATE will consider options for additional warranty coverage. B. SOFTWARE MAINTENANCE The STATE requires contractor to provide software maintenance support.
