Utah residency is required. Description : Develops, tests, deploys, and supports software solutions for Salt Lake County agencies. Provides leadership, guidance, and oversight of all technical aspects of solution development and support. Develops architecture and standards for platforms and solutions. Bachelors degree in Computer Science or closely related field, or equivalency (1 year of experience is equivalent to 1 year of education); plus six (6) years of related data and software experience in a similar environment. • Serves as the software engineering subject matter expert, knowledge base, and senior analyst for the business as well as IT. • Defines architecture and leads development of software applications, systems, and integrations. • Defines requirements for application hosting, system integration, data storage, and deployment. • Sets technology practices, design methodologies, and tool sets in partnership with leadership. • Plans, directs, and coordinates staff work plans, projects, and assignments; arranges, coordinates and/or provides staff training and mentoring; coordinates and recommends the selection of new staff as needed. • Establishes and implements development standards, procedures, and guidelines for applications, systems, and integrations. • Meets with customers to define software needs and requirements to ensure work products meet business needs at the customer, community, service area, regional or County-wide level. • Works closely with the IT security team to ensure vulnerabilities are protected through the development and education of users. • Functions as liaison with Salt Lake County agency technology staff and Information Technology (IT). • Assists in evaluating business needs and requirements of organizations and make recommendations of solutions based on current and emerging technology to ensure quality and productivity. • Researches new and emerging technologies to evaluate their potential and compatibility with County needs and technology environment; analyzes and evaluates technology solutions to ensure their consistency and integration with County technology standards; participate in developing enterprise policies, standards and procedures. • Provides advice, coaching, and educational opportunities to the engineering team. • Assists in technical audits, risk assessment, mitigation, and remediation activities. • Works with Quality Assurance (QA) team in preparing test cases, plans and procedures KNOWLEDGE, SKILLS AND ABILITIES (KSA) Knowledge of: • Cloud solutions including SaaS, PaaS, and IaaS. • Application, system, and integration architecture, design, and engineering. • Distributed software development lifecycle. • Project management practices within a software development environment. • Common programming languages and standards, e.g. C#, Java, Python, .Net, REST, SOAP, JSON, XML, SQL, HTML, etc. • Software development environments and tools, e.g. Microsoft Visual Studio, Eclipse, Git, etc. • Databases, data design, data warehousing, data modeling (e.g. MS SQL Server, Oracle, Informix, etc.) • Tools and techniques for extracting, merging, cleansing, and validating large and diverse data sets. • Enterprise information management principles and practices within a complex and diverse organization. • Enterprise integratio   Call 502-379-4456 Ext 100 for more details.
