Currently NDDEQ has two data systems that are important for the tracking of certified operators. The first is the Safe Drinking Water Information System (SDWIS), which is an EPA developed data system for tracking all aspects of data related to the Safe Drinking Water Act. This includes information on all Public Water Systems in North Dakota. The second is a Microsoft (MS) Access database to track the operator certifications. The database stores information on all the people who have applied for and completed the training and exams required for the operation of water and wastewater systems. It tracks the individuals name and contact information, the specific classes they have taken and successfully completed and their certification type and grade level, as well as the number of credits they have received and the number they must continue to obtain/maintain to stay certified. A certified operator must also pay an annual fee to maintain certification, so the application tracks the annual fee, which is dependent on the number of certifications they have, and if they have paid this fee each year. It also tracks the Public Water and Wastewater Systems where the operator works, ensuring the level of certification an operator has is equal or greater than what is required for the system. There is currently a read only link from the operator certification database to the SDWIS database which enables the operator certification application to keep an up-to-date list of all of the public water systems. The MS Access data application is getting outdated and STATE is having difficulty maintaining and keeping it functioning so they are looking to replace this operator certification tracking application with a web-based application that will be easier to use and will have additional functionality to improve the tracking of certified operators as well as their training and certification information. The proposed solution is preferred to be a web-based solution that will allow the STATE to track individuals that are certified drinking water operators and certified wastewater operators, the classes and trainings they have completed to obtain and maintain certification, the current type and grade level of certification for each operator, and when certifications will expire as well as when classes or trainings are needed to maintain certification. It shall generate the annual fee based on the number of certifications for each operator and track when fees were paid. It shall also track the drinking water and wastewater systems/facilities for which an operator works and must be able to track the required certification type and grade level for operators working for these facilities and be able to indicate if the facility has enough properly certified operators for that facility. The application shall enable staff to easily enter information on operators and their training and shall allow staff to generate reports on certified operators based on training classification, level and type of certification as well as based on when their certification will expire and who needs training to maintain certification. It shall provide a way for staff to notify operators of annual fees that are due as well as when training is needed and when certification will expire. The application shall make information available the operators on the web application to enable operators of water and wastewater facilities to be able to track the certification status of operators by individual and by facility and indicate when certifications will expire and when additional training is needed.
