The MES is the custodian of sensitive information, such as Personally Identifiable Information (PII) or electronic Protected Health Information (PHI) for over 737,321 individuals as of May 2020 receiving coverage through Medicaid and the Childrens Health Insurance Program (CHIP). DOM and its business partners share the responsibility for ensuring the protection of this sensitive information. The Office of iTECH is responsible for the design, implementation, operation, and security of the Divisions networks. This office also manages software, equipment, and technical support services, and provides staff with access to data in a secure environment. To protect the sensitive information housed in the MES, DOM and its business partners must demonstrate continuous monitoring and regular security and privacy control testing. Pursuant to the Health Insurance Portability and Accountability Act (HIPAA) and implementing regulations for 45 CFR 164.308(a)(1)(ii)(A), conducting a risk analysis is the first step in identifying and implementing safeguards that comply with and carry out the standards and implementation specifications of HIPAA. DOM is in need of a full-time on-site Security Officer (SO) to lead the development and maturity of the Mississippi Division of Medicaid (DOM)s enterprise-wide cybersecurity posture, including oversight for risk assessments across the architectures and solutions following federal and state regulatory requirements and information security best practices within the healthcare business vertical. The SO will also be responsible for leading and coordinating the security effort among all DOMs vendors and systems. The Security Officer will require a combination of technical skill sets, including an in-depth understanding of architecture, security, and privacy, as well as business acumen, excellent written and verbal communication abilities. The SO must also maintain a strong understanding of risk management and governance practices and the use of risk management methodologies. Reporting to the Chief Systems Information Officer of Information Technology Management (iTECH), the SO is responsible for strengthening and maintaining the DOM information security program, including hands-on execution and day-to-day management of the DOM Information Security Program, as well as responsibility for all aspects of IT security audits.   Call 502-379-4456 Ext 100 for more details.
