System Security Specialist Submission Deadline: 4/30/2019 3:00 pm EST Start Date: 5/10/2019 End Date: 12/31/2020 Client: State Board of Elections (SBE) Description: Summary Statement 2.1.1 The State Board of Elections (SBE) is issuing this CATS+ TORFP to obtain resources to enhance its information security policies and procedures for election data and systems. These resources will be responsible for strategic leadership for securing the State election systems and data needed to conduct an election. The resources will perform these duties for the 2020, 2022, and 2024 Election Cycles. 2.1.2 This CATS + TORFP is to acquire the services for the following positions: A. Systems Security Specialist Senior (Key Personnel) B. Engineer, Information Security C. Security, Data Specialist D. System Security Specialist 2.1.3 In addition to the initial one (1) Key Personnel who will be available as of the Notice to Proceed (NTP) Date, SBE will have the option of adding up to three (3) additional resources to this Task Order for a maximum of four (4) resources. All resources beyond the initial one (1) Systems Security Specialist (Senior) will be requested through a Work Order process (See Section 3.12). 2.1.4 SBE intends to award this Task Order to one (1) Master Contractor. The Master Contractor shall not be currently providing IT Services to SBE on any Task Order or Contract. 2.1.5 Master Contractors are advised that, if SBE initiates a solicitation or other competitive award as a result of activity or recommendations arising from this Task Order, the Offeror awarded this Task Order may not be eligible to compete for the award if the Offeror assisted with drafting of specifications, requirements, or design the solicitation. 2.1.6 A Task Order award does not assure a TO Contractor that it will receive all State business under the Task Order. Background and Purpose The SBE is responsible for overseeing the conduct of federal, State and local elections in the State of Maryland. State and local election officials use various IT systems to conduct an election. These systems include a statewide voter registration, candidacy, and election management system; a paper-based voting system; electronic poll books to check-in voters; an online system for candidates to file campaign reports and for the public to review campaign finance information; and SBEs internal infrastructure. Information security has been of critical importance to State and local election officials for many years. In January 2017, the U.S. Department of Homeland Security designated election infrastructure as a critical infrastructure sector, and this designation has provided additional federal resources to enhance the security of election systems and processes. The types of systems used to conduct elections vary. There are web-based systems to provide voters with information (e.g., a website a voter can use to verify that s/he is registered to vote in Maryland and where s/he should vote on election day and online searchable database of contributions and expenditures for a political campaign) and to facilitate certain voter transactions (e.g., register to vote, update an existing registration, request an absentee ballot). State and local election officials use a closed network to access the statewide voter registration, candidacy, and election management system.
