Note: Each Master Contractor may submit resumes for one (1) candidate Submission Deadline: 10/9/2019 12 Noon EST Start Date: 10/16/2019 End Date: 6/30/2021 Client: Maryland Health Benefit Exchange (MHBE) Description: MHBE / Project Background The Maryland Health Benefit Exchange (MHBE) created a website and call center operating under the name Maryland Health Connection (MHC). Through MHC, Maryland residents explore health insurance plans, compare rates, and determine their eligibility for advanced premium tax credits (APTC), cost sharing reductions (CSR) and public assistance programs such as Medicaid and the Maryland Childrens Health Insurance Program (MCHP). MHBE seeks one (1) Network Manager (Infrastructure) to support MHBE. The Network Manager will provide services related to the planning, setup and maintenance of core IT infrastructure capabilities, including but not limited to, hardware and equipment, operating systems, database software, middleware, cloud and other related technology that supports mission critical systems. The Network Manager will also work with contractors in the areas of capacity planning, systems monitoring, back-up and recovery operations, and general maintenance support for IT infrastructure. The resource will provide end-to-end services for the MHBE computer user population of roughly 150 end users. Services will include network deployment, network security and maintenance of the MHBE Enterprise Network. Duties / Responsibilities Manage patching, testing, and deployment of workstation and server updates using Desktop Central and utilize all other patching and security hardening tools as needed. Manage the configuration and implementation of an MHBE-wide asset management tool. Manage Solarwinds Monitoring Tool Coordinates responses to network incidents. Assist MHBE networking staff with desktop support. Work with MHBE contractors by participating in Disaster Recovery and Business Continuity support efforts. Independently and effectively set milestones and meet deadlines to accomplish assigned tasks Solve complex technical problems through critical and analytical thinking. Participate in meetings regarding projects, hosting and data center services, product evaluations, and other activities. Adhere to all MHBEs standard processes, procedures, and guidelines. Note: The candidate must have the flexibility to work overtime or alternate hours, as needed, to include weekends, holidays, and off-hours. Minimum Qualifications A minimum of seven (7) years of experience as a Network Engineer, Security Analyst, Systems Administrator, and/or Enterprise Network Desktop Specialist. A minimum of three (3) years of experience managing enterprise networks. Experience with conducting and documenting Security Configuration Baselines. A minimum of five (5) years Antivirus administration and at least 2 years McAfee EPO administration Desktop Central Configuration and Management Active Directory Administration Demonstrated experience supporting large-scale IT enterprise projects in dynamic and fast-paced environments. Demonstrated experience coordinating across multiple groups and interacting with various teams to achieve successful outcomes. Excellent critical thinking, analytic and problem-solving skills.
