Job Description Architect: Facilitation, GIS (ESRI-Based), Enterprise Technical Depth, Documentation Negotiation Facilitation A

Description:

The client is seeking an individual to document and develop business processes, use cases, technical and functional

requirements for the reporting and analysis aspects of an in-progress software development project.

A key aspect of the second phase of this project is levearaging GIS systems to provide reporting and analysis

capabilities. The Functional Architect will define key requirements and guide approach to achieving the geospatial-

oriented reporting and analysis requirements.

High-level requirements are already in-place and the need for GIS- and enterprise-skilled assistance is desired to

created detailed business- and functional-requirements to achieve customer goals.

This project is developing a new application that will:

- Derive and summarize raw data from a standardized data source into a format that can be used for reporting and

interfacing with other systems
- Allow end users to review, validate, and edit derived data elements
- Audit user edits
- Apply business rules to derive additional data elements not present in the source data
- Integrate with existing systems to populate work orders, identify assigned assets, and correlate the assets with the

derived data elements
- Populate downstream systems via interface with the formatted data, including derived values and user edits
- Display reportable geospatial/available data in a map format
- Be web based

This individual will need to work directly with end users, Business Analyst, development/QA staff, and the application

owner; manage scope; and translate business needs into artifacts for system design/development.

This individual will be managed by the ITD Project Management Office (PMO) utilizing staff Project Managers.

Deliverables from this work are intended to guide development, testing, and usage of the application.
- Functional requirements
- Guidance on GIS Capabilities for Reporting and Analysis
- Solution approach for Reporting and Analysis
- Use cases/User stories
- Application Reporting and Analysis mock ups
- Clearly documented expected business outcomes of the application
- Defined (in-scope) business processes
- A "Parking Lot" of future scope/development elements (Out of scope item management)
- Stakeholder Analysis
- System/application owner and support role definition/expectation documentation
- Application/development risk log and quality expectations
- System interface gap analysis
- Data process flow and data gap definition
- Application development test cases/plan

Required Skills:

- Facilitation (getting the right answer without scope creep)
- GIS (ESRI-based) and Enterprise Technical depth (understanding existing systems and geospatial data)
- Documentation (ready-to-implement requirements)
- Highly experienced with negotiation, facilitation, and presentation skills
- Experience leading and facilitating group and individual discussions to meet specific outcomes (business prequirement development, issues/conflict resolution, etc…)
- Able to function independently with minimal direction/guidance
- Extensive experience developing business process, use case, functional requirement documentation
- Ability to understand and manage scope
- Excellent communication skills with proven success in interaction with all levels of staff; either in person or remotely
- Extensive business process analysis, automation, workflow, and re-engineering experience
- Experience defining business logic for system development
- Possess knowledge and experience leveraging both IT solutions and business process improvements
- Proven integrity, ethics, reliabil
