Description : This posting is for a Business Analyst/Consultant IV position which will support concurrent IT initiatives managed by the Department of Children and Families Bureau of Child Support (BCS). This position will work with state and local agency stakeholders to define business requirements and evaluate system designs in light of those requirements. The position also provides hands-on support for existing systems, including mainframe and web-based applications. This involves fielding questions from county and tribal child support workers about system access, printer problems, and creation of custom content for our Document Generation subsystem. The successful candidate will show a willingness to learn. He or she will be a self-starter, willing to call up people they dont know and assess the problem or issue, and/or communicate complex technical requirements. In addition, the position will support the bureaus project to modernize and replace its centralized child support computer system. The position will also help develop and manage testing of system functionality, and orchestrate implementation of these systems, assisting with the production, maintenance, and delivery of user training programs. The position serves as a program and system expert with responsibility for project management, troubleshooting and maintenance of general functions of KIDS and other BCS applications that support all Child Support program areas including, but not limited to, documents, worklists, events, help screens, and security. This position also maintains and publishes program documentation such as manual materials, fact sheets, and KIDS bulletin board articles. Other duties may include providing compliance and/or security support, helping the bureau and department comply with requirements from the IRS, Social Security Administration (SSA), federal Office of Child Support Enforcement (OCSE) and other entities. Fielding user security requests including system access is another potential duty. This position is responsible for developing and maintaining good working relations with policy and program staff within the Divisions bureaus and offices, technical partners, other DCF divisions, other State of Wisconsin departments and University of Wisconsin and local child support agencies.
