Description:

Integration of CAPS and myWSI system development efforts due to dependencies between projects.

It intends to add a service to an existing contract. Competition exists for this additional service; however, due to the project complexity it is in the best interest of the State to combine services with a single vendor. See additional details below.

The Workforce Safety & Insurance (WSI) Claims and Policy System (CAPS) Program, formerly known as System Replacement Program (SRP), replaces core business computer systems in order to improve customer service, meet anticipated growth, and enable WSI to remain current with technology. A phased, evolution implementation approach is being used whereby the application user interface is “re-faced” into a new web-based user interface while retaining the current database and business logic.

ServiceLogix is the only vendor identified that can perform the work required on the CAPS Program. Prior notices to make noncompetitive purchases with ServiceLogix were issued on the State Procurement Online system for the completion of the following phases/projects over the past five years:
• Comprehensive planning and analysis phase
• CAPS Projects 1 – 6
• Project management, business analysis, quality assurance, development and application architecture support
• Database consolidation support
• Upcoming Projects 7 – 9 of Phase 3 (Project 7 is currently in progress)

In a similar timeline, WSI has implemented an extranet portal (myWSI) with a different vendor. myWSI is a secure portal for employers and medical providers (and eventually injured workers) to access, submit, and view user specific information related to WSI. The myWSI system has significant and complex integrations with CAPS, and the two systems are increasingly dependent upon each other. These integrations and dependencies require combined go-lives (production deployments) and intense coordination of activities amongst WSI staff and the two vendor teams.

With the myWSI Releases 2 and 3 projects, WSI has experienced significant challenges working within two separate vendor software development methodologies and providing the necessary internal staff to support these separate methodologies and system integrations. It would be in the best interest of the State to reduce complexity, create efficiencies for staff, and improve the integration between the systems by transitioning to a single vendor to develop and support both myWSI and CAPS systems.

Requirements: The contracted service provider must possess:

• strong background in workers compensation industry,
• extensive knowledge/experience with WSIs legacy claims and policy systems, and the CAPS system,
• strong knowledge of the current myWSI system,
• experience with re-facing systems for other workers compensation state funds,
• experience with implementing an extranet for other workers compensation state funds,
• the resource capacity and skill sets necessary to complete the projects according to the project schedules,
• expertise and experience necessary to manage and direct the projects
• continue successful implementations on a .Net platform using an agile methodology approach to complete the necessary development, architecture, infrastructure, Oracle database development, and tools setup/configuration necessary to complete Projects 7 through 9 of WSIs CAPS Program, building on the development, architecture, infrastructure, and processes established/implemented in Projects 1 through 6,
• continue successful implementations on a .Net platform using an agile methodology approach to complete the necessary development, architecture, infrastructu
