Description:
The Utah State Board of Education (USBE) is seeking a part-time development resource to provide Tableau development services for an initial design of online reporting dashboards that will display the USBE School Report Card data for logged in School and District administrators to view and drill down to student level indicators that make up the overall School Report Card performance score. The resource must possess a strong understanding of dashboard design principles using Tableau as a tool for development and deployment, possess a strong understanding of student privacy and Personally Identifiable Information (PII) protection laws that need to be included to mask or unmask data according to permission settings, and have experience working with SQL Server and Tableau Prep, including the ability to incorporate/integrate data visualization capabilities into web design.
Resource Responsibilities:
. Prepare a wide variety of design, programming, and documentation tasks necessary for the development, implementation, and sustainment of Tableau Dashboard.

• Prepare a wide variety of design, programming, and documentation tasks necessary for the development, implementation, and sustainment of Tableau Dashboard.
• Task 1: The Resource will work with USBE Data and Statistic staff to refine LEA Administer and Teacher School Report Card Tableau Dashboards initial design in planning session.
o A team of subject matter experts will come together for three consecutive days and talk through the Reporting Life Cycle utilizing Design Thinking methodology. This process will model a best practice for repeatability within the organization.
o Perform Onsite 3-day Design Sprint to include:
? Discussion of reporting requirements with subject matter experts from USBE.
? Review of feedback to frame focus of dashboards and interactivity of dashboards
? Review process to establish Permission levels into Tableau server.
? White boarding of ideas for identified data points
? Wireframe of dashboards for consumer feedback and to guide Task 2.
? Develop key data fields required to build the dashboard(s)
• Task 2: The Resource will create dashboard(s) based on Design Sprint outcomes.
o Resource will ensure that District level access permission process are developed, and Database row level security is created
o The Resource will ensure that Personally Identified Information (PII) will be protected using USBE Disclosure Avoidance policy.
o Resource will build the first set of dashboards per the Wireframes created in Task 1. (approximately 5 dashboards)
o The Wireframes will include dashboard focus, data sources and layouts derived from Task 1 activities.
o Once the dashboards have been created the Resource will work USBE Data & Statistics staff to ensure the following:
? Tableau Server is setup to support logged in permission for LEA personal.
? Quality Assurance (QA) of dashboards
? Pilot/Testing with report consumer (LEA Assessment Directors)
• Task 3: The Resource will be onsite to support the publishing of the datasets and dashboards to the internal server and show the team of report developers how to maintain the dashboards created in this scope of work.
o Publishing of Reports to Tableau Server
o Publishing of Tableau Prep data set for dashboard
o Walk with USBE staff through the data extracts to server with scheduling
o Transfer of knowledge around the dashboard development process including calculations, layouts, field default settings, marks card, comments, captions. We will review each portion of the dashboards and discuss how they were created.
o The intent of this process is to transition the workbook over to Utah State B
