Description:


The client in implementing a state-of-the art Offender Management System (OMS) that is a commercially available off-the-shelf (COTS) software product. The Client is committed to limiting customization of the product to ensure long-term viability and is changing business processes to conform to industry standards wherever possible. This commitment to COTS will drive a significant organizational change management effort to ensure the adoption and correct usage of the product.
The Client seeks an Organizational Change Manager (OCM) to develop and execute a change management plan according to the project schedule. The OCM will focus on the people side of change, including changes to business processes, systems, and technologies, with an emphasis on project communication and end-user adoption. The OCM
will create and deliver strategies and plans to help employees maximize the adoption of the new Offender Management System (OMS) by honing methods of effective and sustained behavior change. In addition, the OCM will lead change management efforts including stakeholder engagement, impact analysis, and business readiness
while assessing the cultural sensitivity to change. While the OCM does not have supervisory responsibility, this person will have to work through many others in the organization to succeed. The OCM will act as a coach for senior leaders and executives in helping them fulfill the role of change sponsor which will include coordinating changes to Standard Operating Procedures (SOP). The OCM may also provide direct support and coaching to frontline managers and supervisors as they help their direct reports through transitions. The Organizational Change Manager will work closely with the agency training staff and will also support project teams in integrating change management activities into their project plans. The OCM will be an integral part of the project team and work closely with all areas of the Client to ensure project implementation success.
Contract staff need to be available to start work immediately upon award of contract, and Client reserves the right to interview candidates before awarding a contract. Contract staff must work on-site at Client with limited travel to statewide facilities anticipated. All contracted staff are required to have an Client background check and fingerprinting and should plan for this
process to take several weeks from the date of award. IT Contract staff must follow the IT timesheet requirements (Please see Timesheet Requirement document below).

Work is to be completed on-site at IDOCs Central Office located at 1299 N Orchard St, Suite 110, Boise, Idaho, 83706 during normal business hours (8am - 5pm) Monday-Friday.

Agency Expected Deliverables

Deliverables: The chosen Organizational Change Manager will work with the Program Manager and clients staff to:

I. Create agency-wide change management strategies and plans
a. Assess the current cultural sensitivity to change
b. Work with Business Analysts to understand the level of change necessary to adopt a new Offender
Management System
c. Assess the organizational readiness for a new software system
d. Create change management strategies to maximize the creation and adoption of new processes
e. Build communication plans and prepare materials for messaging the changes
