Description:

1. PURPOSE:
This scope of work is for the development of business use cases, system use cases, software development, and complete object-oriented design for the development of the Merlin.Net Outbreak Module. Contractor will provide these services to the Florida Department of Health (Department).

5. CONTRACTOR QUALIFICATIONS AND EXPERIENCE:
Contractor staff assigned to this agreement must possess the following minimum qualifications and experience:
5.1. Five years of demonstrated experience with development of use cases using the Rational Unified Process TM in group sessions.
5.2. Five years of demonstrated experience with the development of web-based applications using asp.net.
5.3. Five years of demonstrated experience with object-oriented design.
5.4. Five years of demonstrated experience with Rational Requisite Pro TM.
5.5. Five years of demonstrated experience with the design and implementation of medical software.
5.6. Five years of demonstrated experience with VB.net development utilizing use-cases developed using the Rational Unified Process TM
5.7. Five years of demonstrated experience the conversion of applications written in asp.net to VB.net.
5.8. Five years of demonstrated experience using TestTrack TM.
5.9. Five years of demonstrated experience developing software ensuring information security and patient confidentiality.

6. CONTRACTOR RESPONSIBILITIES:
6.1. SERVICE TASKS: Contractor will perform the following tasks in the time and manner specified:
6.1.1. Monthly, document the object-oriented design using Unified Modeling Language for each software release as directed by the Department.
6.1.2. Monthly, validate the object-oriented design for each software release as directed by the Department.
6.1.3. Monthly, develop VB.net components following industry standar.ds from system use cases for each software release as directed by the Department. Code is documented in application service control Team Foundation Server (TSF).
6.1.4. Weekly, write VB.net code following industry standards to support the Phase Ill Merlin modernization for responsive design, converting additional core base pages to mobile friendly ones as directed by the Department. Code is documented in application service control TSF
6.1.5. Weekly, develop components following cloud-based design industry standards to support Phase I Azure design and conversion as directed by the Department. Code is documented in application service control TSF
6.1.6. Weekly, write code per mobile design industry standards to Complete Phase Ill Whats Reportable? Physician Disease Reporting Knowledge Application for mobile devices as directed by the Department.
6.1.7. Monthly, write VB.net code for all the Test Track items included in each version release. Code is documented in application service control TSF and cross-referenced to Test Track items as directed by the Department.
6.1.8. Monthly, generate all operationally needed summaries of disease cases, outbreaks and events as directed by the Department. Operational needs will be determined by the Department of Health and communicated in writing to the contractor.
6.1.9. Monthly, write code following industry standards to complete Phase Il Merlin conversion of Crystal reports to improved data visualization displays and interactive data dashboards as directed by the Department. Code is documented application service control TSF.
6.1.10. Monthly, write VB.net code following industry standards to complete modification to support Zika and other reportable disease field survey data
