On Wednesday] Description: Project Goals And Objectives: As part of its long-term strategic plan, seeking to implement an enterprise-wide service oriented architecture (SOA) to facilitate the electronic movement of information throughout the criminal justice process. Ultimately believes that this platform will improve the accuracy and timeliness of available information, enhance security and efficiency by reducing or eliminating existing paper-based exchanges, and provide additional capabilities to criminal justice stakeholders. In support of these goals, MSHP is seeking to develop an application for the electronic handling of warrants as information moves between law enforcement, prosecutors, and courts, and specifically as electronic warrants are maintained and stored within the Missouri Uniform Law Enforcement System (MULES). It is anticipated that this application will interface with the MSHPs web portal environment via a web services connection. Qualifications Potential vendors are expected to have extensive experience in the training and mentoring of IT staff, as well as experience and expertise in application development, testing, and implementation processes relative to the technical architecture described for this project. • Extensive experience designing and developing SOA-based infrastructures and information sharing systems within the criminal justice system at the state and/or national levels. • Experience developing and implementing information sharing systems within the criminal justice system at the state and/or national levels. • Demonstrated experience in IT skills assessment, training, and mentoring of IT staff, preferably in the technical architecture relative to this project. Project Approach And Scope Of Work: The contractors PAQ response should include a Project Overview, Resources, Approach / Methodology, Change Control, Plan, Issue Tracking Plan, Assumptions and Quality Assurance Plan. The contractor must provide a detailed description and firm, fixed price for each deliverable. The description must specify the tasks to be completed for each deliverable and the time frames in which the tasks will be completed.
