Work with the As Is team to capture the front end of the change impact work. Be the driver for the District work group for App Rat work Assist with communications to Agencies in terms of Opportunities for Improvement. Support training activities. Begin the process of working with systems owners on OSRE in which the system functionality will be folded into the To Be IES system. The consultant is expected to travel during this engagement. Travel may range from 10-25% of the consultants time depending on the consultants work assignments. Travel will occur throughout New York State and may involve several overnight stays depending on the location and the work required; length and mode of travel will vary depending on the work assignment. Mandatory Qualifications: Between four (4) and seven (7) years of experience as a Business Analyst. More than 4 years experience in Organizational Change Management activities related to implementation of a state Human Service Eligibility System, including working, and communicating with districts, assisting/creating communication plans, and supporting training activities. Between four (4) and seven (7) years experience identifying, documenting and validating system requirements across multiple agencies, with a focus on Human Service programs such as SNAP, TANF, and Child Care. Preferred Qualifications: Five years demonstrated experience with implementing Health Care Systems. At least 4 years implementing change for "external stakeholders". Examples include: County, State, Federal entities that are not designated as a sponsor of the project. At least 4 years experience working on an OCM project in the Human Service domain that is federally funded, aligning to federal requirements prior to implementation. Examples include: testing, deployment, and pilot requirements and Federal program specific requirements. At least 4 years working on IT driven OCM projects, utilizing industry Change Management lifecycle methodologies and standards.
