The Consultants Services will be directed solely by the manager of FirstNY (“FirstNY Manager”) or his designee. The Consultant will be responsible for designing complex ETL processes, extracting data from a variety of data sources, and transforming data into a format specifically designed for reporting and analytics. The Consultant must have a firm grasp of performance tuning and industry standard database programming practices to ensure that the design optimizes database performance, enhances maintainability and mitigates the risk of error. Additionally, the Consultant will provide expert level technical guidance to the FirstNY Team, assist the FirstNY Manager and the FirstNY technical lead in extending the skills of the less senior team members and removing barriers to their progress. 5.1. Scope of Services OSC is seeking a Proposer that can supply a Consultant to supplement the FirstNY technical leadership. Under the direction of the FirstNY Manager, the Consultant shall: A. Lead small, ad-hoc groups of FirstNY Team members in moderate to large-scale projects while providing technical guidance, mentoring, and support in the following areas: i. Performance tuning FirstNY; ii. Troubleshooting and managing resolution of complex technical problems involving FirstNY; iii. Data modeling for reporting and analytics; and iv. Designing solutions to satisfy requirements for system changes and enhancements. B. Implement Oracle Security, including users, roles, object and system privileges, application contexts, and Virtual Private Database and associated policies in conformance with the: i. FirstNY Security Guide, which defines the security level of all secured FirstNY data elements; and ii. FirstNY Technical Reference Manual, which outlines the methodology for implementing the aforementioned security. C. Assist the FirstNY Team in performing the conversion from Oracle Warehouse Builder to Attunity Compose; D. Work with the FirstNY Team to assist in maintaining and configuring FirstNYs instance of OBIEE utilizing the FirstNY repository database (“RPD”); E. Create and maintain korn shell scripts in an IBM AIX environment; F. Report to the FirstNY Manager on the status of tasks and any issues encountered in applications; and G. Other related duties as identified by the FirstNY Manager. CONSULTANT QUALIFICATIONS The Proposer must be able to provide one Senior ETL Developer (“Consultant”), for the term of the Agreement. 3.1. Mandatory Criteria The Consultant must meet or exceed the following Mandatory Criteria: A. Five years experience troubleshooting complex technical problems involving networking, database, application, storage and associated servers; B. Three years experience modeling data for reporting and analytics; C. Five years experience in tuning Structured Query Language (“SQL”) for performance; D. Three years experience providing technical guidance to a team of software developers to implement solutions to multiple concurrent complex technical problems; E. Three years experience providing technical guidance to a team of software developers regarding all aspects of performance tuning an enterprise data warehouse reporting and analytics system; and F. Five years experience performing Oracle database development using SQL and Procedural Language/Structured Query Language (“PL/SQL”). 3.2.
