Job Description Developer: UML, SOA, J2EE, Medicaid TANF SNAP

Description:

Responsibilities:

o Conduct meetings to elicit system (functional and non-functional) requirements
o Compile, document, and represent system requirements for information systems
o Use Unified Modeling Language (UML) techniques to create use case models and specifications that represent system processes
o Conduct analysis review sessions with business staff and peers to ensure accuracy and understanding of requirements and use case models
o Create time and cost estimates based on requirements and work efforts required by all phases of the software development life cycle. Track & monitor work plan tasks and assignments per work plan.
o Conduct application design sessions
o Produce detailed technical design specifications meeting business and system requirements defined during analysis
o Conduct design review sessions with business staff and peers to ensure accuracy and understanding of requirement design
o Construct data models and activity/process models as may be required to define system functions
o Create system prototypes, site maps, and screen flow design specifications
o Coordinate closely with IT management, team members, and other State Agency personnel, as needed, to ensure proper analysis, design and implementation of program and system specifications
o Facilitate issues, risks, resolutions regarding system requirements and design
o Participate with Quality Assurance staff in performance of system testing, including use of functional testing tools
o Plan and/or conduct knowledge transfer to end users and technical staff
o Conduct activities to keep the State up-to-date on information related to the Affordable Care Act, Federally Facilitated Exchange, and other Federal and State initiatives

Required Skills:

• Current and progressive experience in requirement definition and documentation of system requirements, including facilitation of requirement gathering sessions related to Human Services public sector service delivery for single or multiple related entities
• Current and progressive experience in creation of detailed technical design specifications, including facilitation of design sessions and peer reviews.
• Demonstrated understanding of model-view-controller, SOA, and J2EE design concepts
• Good working knowledge of relational databases
• Superior negotiating, analytical, group facilitation, and relationship management skills, must have an understanding of current information technology with an ability to conceptualize solutions to business problems in the most effective and cost efficient manner, ability to integrate solutions across multiple functional and technical environments
• Attention to detail and ability to interact with individuals at all levels of the organization
• Superior written communication and presentation delivery
• Superior interpersonal and written/verbal communication skills – written and verbal English language proficiency is required
• Excellent time management skills with an understanding of project management concepts
• Strong organizational, leadership, and decision making skills. Strong team orientation
• Ability to work independently with minimal supervision
• Experience related to Human Services business areas
o Medicaid Eligibility
o Temporary Assistance to Needy Families (TANF)
o Supplemental Nutrition Assistance Program (SNAP)
o Low Income Heating and Energy Assistance Program (LIHEAP)
o Child Care Assistance
o Basic Care

Strong consideration will be given to individuals with the following training and/or certifications:
• Training in Object Oriented Modeling through use of Unified Modeling Language (UML) techniques
• Demonstrated understanding of Service Oriented Architecture (SOA) and J2EE principles a
