They need a UX Researcher with Information Architect experience. Someone who has done personas, journey maps, high-level wireframes, site maps, and validations by user surveys, testing, etc. This is not production work, it is strategy work. It is not UI Design as UI Design is the implementation work. Ideally, at least 6-8 years of experience in the design field, possibly started out in UI Design and then grew into UX (probably wont see more than 5 years of UX experience) HCI or HCD would be a plus as it means the person understands the science behind the perspective the user takes on the design (Human centered interaction / human centered design) Tools are not necessarily important but they would probably have sketch, azure, and if they were a UI Designer previously, Adobe Suite Dont need rapid prototyping as that is what the UI Designer would do. This is more of the testing of the user experience. i.e. UI might build the prototype and UX guy puts it in front of users for testing.
