This position will be a OATS BA/SME and housed within the DPH, DPHP. Primary Responsibilities include but are not limited to; Be a Subject Matter Expert for most of the projects related to PHPS Demonstrating a high level of working knowledge and business knowledge of PHPS current systems Help with process improvement, discover issues and deliver better value Providing testing, training, coaching, and guidance when needed Effectively communicating insights and plans to cross-functional team members and management Work with Business Analyst Gathering detailed requirements that completely define the project. The successful candidate will have the following related specifically to emergency preparedness: Experience implementing large state wide data management systems Experience training staff on using emergency preparedness system Experience providing daily system to support to system users Experience working with vendors to make upgrades to system based on user requests Ideal candidate would have experience working with public health programs (especially environmental health) or working in emergency management Ideal candidate would have experience on emergency development of systems for supporting data collection and information sharing, especially during crisis. Example: building a survey123 data collection that will connect to a dashboard to display results Required Qualifications: Proficient in Microsoft Product Suites (Word, Excel, and Visio). Experience defining business problems, gathering and documenting requirements, determining business solutions and verifying solutions meet requirements. Strong understanding of SDLC methodology. Ability to handle extreme workloads with general direction. Relationship management and facilitation skills. Possess strong written and verbal communication skills. Proficient problem solving skills. Strong decision-making ability. Must be adaptable to change in a fast-paced environment. Must be detail-oriented. Must be self-motivated and able to work independently and in conjunction with team members. Preferred Qualifications: Working knowledge of Department of Public Health Programs (i.e. emergency preparedness).
