Job Description: The candidate will reviews, analyze, and evaluate existing and proposed business systems and user needs for the Virginia Longitudinal Data System (VLDS). The candidate will be expected to participate in group sessions to formulate systems and strategies to support the overall business requirements associated with the development of the VLDS. Candidates should be experienced with business process reengineering and identifying new applications of technology to solve business problems. The candidate must be familiar with industry standards (including Legacy, Core, and Emerging technologies), business process mapping, and reengineering. Candidate will be responsible for preparing solution options, risk identification, and financial analyses such as cost/benefit, ROI, buy/build, etc. Candidate will be responsible for working directly with agency stakeholders. The candidate will be responsible for capturing and documenting detailed descriptions of user needs (Business Requirements), system functions (Technical Requirements), and the steps required to meet the programs objectives. The Candidate will prepare and document Functional and Technical Specifications for the VLDS web portal, business intelligence component, workflow requirements and agency data. The candidate will assist with documenting business databases and data warehouses, as well as business intelligence support and enhancements. The candidate must have extensive knowledge of Microsoft Office applications, specifically MS Word, MS Excel, MS Project and MS Visio. The candidate may assist in the development of RFPs. The candidate will assist in the development and management of business requirements, system requirements, test scripts, and test results. The candidate will work with DOE, SCHEV and VEC IT and business project teams to understand and document current business processes, data and reporting requirements. The candidate will document and provide knowledge transfer to the rest of the VLDS Team for all component (Web Portal, Security, Workflow, Reporting, Lexicon, Query Engine and Data) requirements, testing and solutions. The candidate will review, analyze, and solicit, document, organize and manage the longitudinal data system and user and system requirements. The candidate should have experience formulating and implementing project strategies. The candidate must have knowledge of commonly-used concepts, practices, and procedures within the project management field. The candidate will be expected to rely on experience and judgment to plan and accomplish goals and perform a variety of tasks. The candidate will work under general supervision and will report reports to the Portal/Reports Team Leader. A certain degree of creativity and latitude is required. The candidate should be able to independently plan and accomplish goals, perform a variety of complicated tasks, and utilize their creativity to enhance and support the VLDS project team.
