Data Center Services (DCS), is a shared service organization within EIS. DCS serves the citizens of Oregon by enabling and supporting the missions of more than 150 State of Oregon agencies, Boards and Commissions through the delivery of Information Technology (IT) services. The DCS team maintains and operates a state-of-the-art Data Center, providing a highly secure environment with redundant infrastructure for high availability and efficiency. The services DCS provides include network connectivity (WAN, LAN, and Wireless), server hosting (mainframe, iSeries, AIX, Linux, and Windows), data center colocation and email services. DCS has several operational projects currently in progress that would benefit from the support of an experienced business analyst. The primary projects that will be assigned to the selected BA will include: • Development of a detailed service launch checklist that would prepare the organization for the launch of the new M365 service. • Development of a Enterprise Monitoring Strategy for DCS The work completed by the selected candidate will affect significant program operations, the work will be complicated and will require formation of thought, strategy and data where none is currently available. JOB DUTIES • Evaluate programs, services, systems and program effectiveness through comprehensive operational research. • Establish criteria to identify and measure program effectiveness • Develop methods to improve operations or develop new approaches to program evaluation that serve as precedents for others • Analyze data, evaluate findings and recommend new operational processes and/or operational changes • Design decision processes and models • Collaborate with information system staff to automate business processes • Coordinate transition from old to new automated business systems • Meeting facilitation with process owners and technical subjects matter experts within DCS for information gathering and baseline understanding • Meet with subject matter experts within DCS for information gathering and baseline understanding • Produce activity flows with process model diagrams using Visio • Development of task deliverable timeline using Excel or Microsoft Project • Produce responsibility assignment matrix (RACI) • Produce detailed documentation to address each element within the service launch checklist • Development of presentation(s) for Steering Committee and or DCS Management to share progress, decisions made, and address any questions • Delivery of presentations • Produce Deliverable Expectation Document (DED) which will describe and document each work deliverable format, content, and acceptance criteria for the Deliverable Selected candidate is expected to participate in biweekly and ad-hoc meetings with the DCS Management Team. It is expected that most work will be completed off-site and most meetings will be virtual. Business Analyst Level 4: Full-time professional business analysis work experience in Information Technology. A Bachelors Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, or any degree demonstrating the capacity for the knowledge and skills; and five years professional-level evaluative, analytical and planning work.
