Standards and Requirements:

1) Technical experience aggregating and linking large, complex water quality datasets from multiple sources and data types, including lab chemistry, field data, biological (e.g., e. coli and macroinvertebrates, etc.), high frequency, spatial, and associated metadata, is required.
2) Experience using WQXs data sharing options (i.e., WQXs XML schema through Exchange Network Node or Node clients and standard web-base application (WQX Web)) is required, as well as a general knowledge of database structures and data management processes.
3) Past experience with administrative access to DWQs AQWMS or WQX is preferred.
4) The two in-person workshops will be full day sessions with one held during the first month of the Call for Data period and the second during the second month of the Call for Data.
a. The workshops will be held at UDWQduring normal business hours (Monday – Friday, 8:00am – 5:00pm).
b. If enrollments for the workshops are less than 5 people, the workshop will be canceled and replaced with an additional online webinar.
5) Trainings that are held via webinar should be at least 1 hourlong, recordable, and interactive (i.e., a trainee can call in or type questions for the trainer/moderator).
6) Training materials can be “off the shelf” from the Contractor or WQX but must be in UDWQ approved templates and customizable to UDWQ and stakeholders needs.These materials must also not violate any copyright permissions.
7) All information generated for this project must follow UDWQs style guide and template rules.
8) Trainings and their associated materials must be able to accommodate usersat all levels including:
a. Beginner: new user to WQX, works with smaller datasets, and has no experience to an introductory level understanding of excel, data management, and the credible data requirements in UDWQs 303(d) Assessment Methods. (Their data may be stored as hard copies, in word/PDF documents, or in excel, .csv, or .txt files).
b. Mid-level: new user to WQX, works with mid-to-larger sized datasets, uses excel or access for data management, and is familiar with the credible data requirements in UDWQs 303(d) Assessment Methods. (Their data may be stored as hard copies, PDF documents, or in excel or access databases that someone else developed for them. They may be limited to navigating only the pre-built data user interface developed for them).
c. Advanced: new user to WQX, works with mid-to-large sized datasets, uses excel or databases for data management, and is familiar with the credible data requirements in UDWQs 303(d) Assessment Methods. (Their data may be stored as hard copies, PDF documents, or in excel or access, SQL, or Oracle databases that they have developed. They will know how to create custom queries, etc.).
9) Training materials and content will be tailored to the appropriate skillset and audience who register for a training session.
10) In preparation for training sessions the Contractor will be responsible for:
a. Scheduling (in coordination with UDWQs IR Team)
b. Training materials via email after a training session
c. Creating and disseminating all of the meeting and training materials
11) During the training session, the Contractor will run and moderate the in-person and webinar meetings.
12) UDWQ-specific data submission templates should be based off of WQXs most current set of data submission tools, including their data population rules and constraints. If possible, UDWQ templates should be linked to WQXs domain tables/values, so any updates to UDWQ templates can be executed quickly in future Calls for Data.
