The Product Specialist provides on-site design and development of system architecture and product implementation according to Vaccine Preventable Disease Program (VPDP) requirements to fulfill VPDPs regulatory obligations and federal funding mandates.

The New Jersey Immunization Information System (NJIIS) is the official immunization registry (NJ A.B. 2240 Chapter No. 138) for the state of NJ and is in use in all 21 counties. It was created in 1997 and has been web-enabled since May 2002.The Registry designed to capture immunization histories of all New Jersey children, regardless of where they receive their vaccinations and help healthcare providers to ensure that all children within the state are protected against vaccine preventable diseases. The immunization data collection is done via on-line interface and number of interfaces with heterogeneous systems such as commercial insurance companies and electronic medical record vendors.
The Department of Health and Senior Services (DHSS) is planning to expand existing NJIIS by implementing Federal grant requirements for Capacity Building Assistance to Strengthen Public Health Infrastructure and Performance.
The consultant must possess strong skills in object-oriented analysis and design with active involvement in all phases of project life cycle. Experience with developing DHSS web enterprise applications a strong plus.
Years of Relevant Experience: 5 plus years

Preferred Education: 4 year college degree or equivalent technical study

Role Description:

Understand government business process and operations, including familiarity with HIPPA and NJAC regulations.
Prior knowledge of health-related data concerns in order to transition business processes into technical requirements.
Excellent communication and presentation skills to review, analyze, and evaluate business systems and user needs by facilitating brainstorming sessions with health professionals.
Design product architecture on an enterprise level to expand and incorporate new system functionality for NJIIS and integration with other end-user applications that using different types of application software, interconnected by different types of local and wide area networks.
Experience with electronic data interchange industry standards including XML and Health Level Seven (HL7) formats.
In depth knowledge in Weblogic enterprise server configuration and installation on a stand alone and a clustered infrastructure
Architect and design interactive Web Services to establish real time interfaces with external applications.
Experience with architecting and implementing J2EE, expertise in components design using Java and strict adherence to J2EE design patterns
Experience in design and development modular re-usable components for Java Enterprise Applications using UML, Rational
Ability to analyze or recommend commercially available software or other IT architectural components
Ability to prioritize work and establish deadlines, assign responsibilities and monitor progress of team members
Anticipate, identify, track and resolve issues and risks affecting own work and work of the project team. Develop contingency plans as necessary
Manage requirement gathering and change management process
Execution of all responsibilities with little direct supervision.
