OBJECTIVES OF ENGAGEMENT
The objective of this engagement is to assist in the development and implementation of .NET component solutions for the DPW web based applications. These .Net Component solutions, using vb.net, will meet the Departments requirements to support public facing applications. In addition, the consultant will assist Systems Engineering in Infrastructure issues, assist in the development and support of application architectures and assist in transitioning state application developers to assume the primary support role for the Departments existing content management system solutions to include maintenance and priority enhancements.

Planning, architecting and transitioning from the existing Content Management System to an approved CMS must take place during this period due to technology upgrades of the existing platform. This transition is a major effort and will require several dedicated staff and skills that do not already exist with state compliment alone.

New development and implementation of Pennsylvania Adoption Exchange web site, and mentoring of state staff during the development process.

TASKS TO BE PERFORMED
1. Work in a team environment for production and implementation support for the Departments Web Applications:
o DPW Content Management System
o Pennsylvania Adoption Exchange
o And any others where advanced technical knowledge is needed for support
2. Work on the team project for the DPW Internet Content Management System
o Tasks associated with this assignment include, but are not limited to:
• Support consultant services in the maintenance of Microsoft .NET objects used by the content management system to author specific accessible content on the Departments Internet web site.
• Support consultant services in the maintenance of configuration and architect of the Departments FileNet repository for use by the Departments Web Content Management system until all content has been converted over to our new content management software.
• Support consultant services in the maintenance of configuration and architect of the Departments eProcess workflow software for use by the Departments Web Content Management system until all content has been converted over to our new content management software.
• Convert our current web content and work flows to the new Universal Content Management software purchased from Oracle.
3. Work on a team to convert all of the Departments intranet sites to the new Universal Content Management software.
4. Work on the team that develops and tests all Internet accessed web applications and web content to ensure compliance with OA and DPW standards referencing the W3C Web Content Accessibility Guidelines (WCAG) and U.S. Section 508 requirements.
5. Assist in the preparation for transition of web applications from ASP to Microsoft .Net.
6. Participate in teams to evaluate new technologies as part of the Advanced Technology Section within DPW.

CONTRACTOR SKILLS AND EXPERIENCE REQUIREMENTS

• 2 years experience developing accessible web site applications and web site content following the W3C Web Content Accessibility Guidelines (WCAG) and U.S. Section 508 requirements.
• 1 year of Department of Public Welfare Subject Matter Expertise (SME) developing and supporting highly complex web applications following H-Net standards.
• Demonstrated experience with an application development methodology and testing with Load Runner along with experience in database modeling and design.
• 3 years experience using Hyper-Text Markup Language (HTML), Active Server Pages (ASP.NET), Extensible Markup Language (XML), VB Script language, Visual Source Safe, and SQL Server.
• 3 years professional experience developing and supporting Microsoft Visual Basic Ver.6 applications including Active Server Pages (ASP).
• Visual Basic.Net or 3 years of Compone
