Job Description Analyst: Systems Analyst, datawarehouse, -,

Due Date :10:00 a.m. on August 1, 2011.

The CalPERS Health Policy Research Division (HPRD), requests assistance to conduct and develop a feasibility study, culminating in an approved Feasibility Study Report (FSR) and to provide acquisition assistance to re-procure the Health Care Decision Support System (HCDSS).

Conduct and develop a feasibility study to assess current technologies and solutions to support decision support systems relating to health care data.

Work with HPP and FCSD staff to develop the FSR and corresponding Economic Analysis Worksheets (EAWs).
• Respond to questions posed by the California Technology Agency and/or Department of Finance.

Develop Budget Change Proposals (BCPs) to defend new monies for implementing/transitioning to a new decision support systems.

Work with Health Policy and Planning (HPP), the Information Security Office (ISOF), the Information Technology Branch (ITSB), and the Operations Support Services Division (OSSD) to develop a formal request for proposal (RFP) to solicit for a new HCDSS solution.

• Create the functional and business requirements
• Assist in creating the evaluation and scoring methodology
• Assist with creating the bidders reference library
• Assist with developing responses to potential bidders questions
• Train the evaluation and scoring team
• Work with CalPERS staff to develop mitigations for the risks
• Prepare both detailed and summary reports
• Track and provide status on all outstanding risks and mitigations


• Work with Health Policy Research Division staff to document current HCDSS processes, including underwriting for rate negotiations and benefit design options; Medicare Part D Retiree Drug Subsidy; Early Retiree Reimbursement Program; internal program support, internal and external ad hoc data requests, and sponsored research data support.
• Identify additional reports for the HCDSS.
• Identify additional data elements for the HCDSS.
• Identify additional data feeds to the HCDSS.
• Develop the Economic Analysis Worksheets for the FSR.
• Work with Project Manager to conduct and develop a feasibility study, resulting in a complete Feasibility Study Report (FSR)
• Facilitate meetings to gather requirements.
• Develop functional and business requirements for inclusion into the RFP.
• Inform Project Manager of any issues or risks that require attention
• Facilitate meetings to gather requirements
• Must work collaboratively with all staff
• Must follow CalPERS Core Values on a daily basis


In addition to the Minimum Qualifications for the Systems Analyst listed below, the Systems Analyst must have the following additional qualifications:

• Must have a minimum of three (3) years of systems analysis experience working on data processing or business related projects; and at least two (2) years of experience must have been as a participant in a managed project.
• Must have two (2) years of prior experience working with a large healthcare related data warehouse.

MINIMUM QUALIFICATIONS:

Functions at the journey level under the general direction of the Project Manager, Project Lead or Senior Systems Analyst performing systems analysis services pertaining to project design and functional specifications as it relates to technical requirements, and may participate with other analysts on projects.
o Must have a minimum of two (2) years of systems analysis experience working on data processing or business related projects; and at least one (1) year of experience must have been as a participant in a managed project.
