Description:

NC DHHS Office of MMIS Services is seeking a results-oriented candidate with a strong work ethic. The ideal candidate must be able to demonstrate excellent IT project management, negotiation, communication, and problem-solving skills. Position will be responsible for working with both senior-level business executives and IT personnel to execute project design, development, and installation activities and manage stakeholder expectations. The candidate will assume an IT management role for the implementation of the Reporting and Analytics and Business Process Automation projects within the NCMMIS+ Program. In this key position, the candidate will report to the Sr Program Manager for the NCMMIS+ Program for assisting with the leadership, direction, and oversight of a team(s) for all IT activities.

In addition to the above, the candidate will assist in managing internal and external relationships (NC DHHS, vendor, and other State agencies) and dependencies to ensure successful delivery of the programs IT components; will ensure efficient distribution of the initiatives technical resources; and will coordinate with business executives the initiation or continuation of IT projects based on business requirements. The candidate will be responsible for assisting with the establishment and execution of adequate project management controls for the initiative based on industry accepted methodologies and standards, and as required by the States Project Management Workflow process and NC DHHS. These controls include the responsibility to monitor and control cost, schedule, performance and risk; to ensure quality and security; and to perform administrative functions.

Knowledge, Skills, and Abilities Requirements:
* Strong leadership qualities with superb interpersonal and client relationship skills
* IT acumen with strong strategic visioning, tactical planning and understanding of government organizational policies.
* Demonstrated project management skills and ability to execute multiple concurrent objectives while partnering with business resources, vendors and third-party consultants to deliver required project results.
* Experience in the implementation of data warehouse and data analytics solutions.
* Experience in the implementation of business automation solutions is preferred.
* Objective decision-making ability based on strategic objectives priority, business performance analysis and resource availability.
* Strong communication, negotiation and influencing capabilities.
* Demonstrated vendor/contract management skills.
* Proven leadership/project management track record of large-scale, complex IT implementation initiatives.
* Bachelors degree in Information Technology or Computer Science preferred.
* Project Management Professional (PMP) preferred, subsequent certification may be required.
* Minimum 5 years of progressive experience managing large-scale, complex IT projects, supervising the implementation of information systems.
* Specific experience with project management methodologies and working in an environment consisting of multiple vendors.
