Job Description:

ITD is seeking a Program Manager experienced in enterprise data warehousing, business intelligence (BI), reporting, and data analytics infrastructures to lead the chartering, planning, development, and transition to production of an enhanced and modernized Commonwealth Enterprise Information Warehouse (CIEW).

CEIW Program Manager Responsibilities & Requirements:

CEIW PM will report directly to the Director of Enterprise Systems following the standards and reporting requirements set by the Information Technology Divisions (ITD) PMO. The candidate will work collaboratively with members of the CEIW Steering Committee, CEIW Governance Board, Commonwealths Technical Office, work groups, data stewards, business units and aligned ITD associates to coordinate CEIW initiatives and projects in alignment with CEIW Governance Boards strategic vision.

Responsibilities:

1. Helping to envision the platforms and solutions with special emphasis on enterprise architecture, performance and roadmaps.
2. Helping in the communication and building of strategic partnerships with key internal and external stakeholders.
3. Overseeing the overall planning, budgeting, resource allocation, design, development and resource management for all phases.
4. Coordination of creation and re-engineering of data warehouse models (operational data store, data warehouse, data mart, scheduled/batch reporting database, security, operational measurement, etc.).
5. Coordination of implementation of business requirements, gap analysis and technical specifications.
6. Helping to solve high complexity issues, communicating problem resolution and additional information to management, executive leadership, customer groups, project teams and other IT support groups.
7. Ensuring that strategies are in place for risk identification, mitigation and contingency planning.
8. Ensuring that the program budget is utilized efficiently, fiscal accountabilities are met each month and that appropriate tradeoffs are made.
9. Constantly monitoring for gaps in the program and rectifying where possible.
10. Serves as the point of contact for the warehouse development and work groups regarding guidance, development and management of program plan, timelines, meeting agenda and notes.
11. Facilitate key milestone program reviews.
12. Establishes, maintains and manages reviews of changes to CEIW governance policies, standards, guidelines and procedures.
13. Facilitates and manages discussions, decisions and resolution of data quality issues and changes to operational systems/processes as driven by the CEIW Governance Board.
14. Facilitates and coordinates audit/look-backs/status to ensure that policies, procedures and metrics are in place for maintaining/improving CEIW governance.

Job Requirements:

1. A proven track record of program managing successful enterprise data warehouse initiatives preferably in a state-government environment.
2. Minimum of 8 years of technology experience with enterprise data warehousing concepts, designs and implementations.
3. Minimum of 8 years of experience with metadata and metadata repository products.
4. Excellent communication and coalition building skills with an ability to balance, negotiate and work with a variety of internal and external stakeholders to build strategic partnerships.
5. A solid understanding of data architecture, approaches and technology.
6. A solid understanding of the ETL tools, etc. that support data warehousing updating, reporting and analytics.
