Background and Purpose The California Department of Fish and Wildlife (CDFW) has built and currently maintains data warehouses containing ocean fishing data. The data contained in these data warehouses is critical to many day-to-day operations at CDFW. The California Marine Data Warehouses promote transparency in Marine fisheries management, advance the dissemination of accurate and up-to-date information regarding state marine resources, increase access to marine resources management information, help foster public engagement, and focus academic research on areas of management relevance. Currently, CDFW IT staff maintain these data warehouses. There are enhancements that CDFW would like to make to the data warehouses but are unable to do so quickly because of limited staff resources. CDFW is interested in accelerating the enhancements to the data warehouses via an external resource. The California Department of Fish and Wildlife Data and Technology Division (DTD) is seeking the services of one (1) highly skilled specialist with expert knowledge and experience with the design and creation of database-driven data warehouses. The external contractor will fulfill the role of data warehouse designer/developer and will complete the project in close coordination with CDFW and DTD key stakeholders and staff. The term of the agreement will begin once the contract is fully executed, anticipated 2/10/2020, for the duration of 6 months, through 8/10/2020. The contractor is expected to work full-time hours (40 hours per week) onsite at the DTD offices, located in Sacramento, California. This contract shall not exceed $130,000. The awarded contractor shall not be authorized to deliver or commence performance of services as described in this Scope of Work (SOW) until written approval has been obtained from all entities. No delivery or performance of service may commence prior to the execution of the Agreement. A. Scope This project will enhance stakeholder-facing Marine Data Warehouses, which host the current Marine Region Data which is selectively extracted and reorganized. Key components include: • Data Warehouse Design and Development: The Data Warehouse is based on, but separate from, the production Marine Data. It is organized for speed of reporting and updated on a regular basis as new information flows into the production Marine Data Systems. This system may be enhanced through modeling of Marine Production Data to design and deploy additional Data Warehouse tables. • Database: The content of the Data Warehouse is driven by a database that contains information from the Production Marine Data. This structure may be enhanced and extended to include new production data after the Design and Development phase. This may include but is not limited to T-SQL standalone scripts, Stored Database Procedures and Stored Database Functions. • Microsoft SQL Server Integration Services (SSIS): The Marine Data Warehouse may be enhanced to provide intermittent SSIS Jobs which update or enhance Marine Data Warehouse content. • Analysis Services Tabular Model: The Microsoft SQL Server Analysis Services Tabular model may be enhanced to provide added value when accessing the underlying Data Warehouse Database tables. • Extract, Transform, and Load Non-Production Data: CDFW has a long history of collecting data, and much of that data is not currently in production.
