The CalPERS Project Manager will schedule knowledge transfer sessions at regular intervals (after a release) to ensure that all of the work production details have been documented and the knowledge has been transferred to the state personnel. MINIMUM QUALIFICATIONS 5.0 Application Development Refer to RFP 2014-7354, Section IV, Vertical 5.0 Application Development | 5.0.a. Senior Technical Specialist/Lead for minimum qualifications required for this engagement. • Must be able to analyze data and situations, identify and solve problems, reason logically, draw valid conclusions, and develop effective solutions • Must be able to apply creative thinking in the design of methods for processing data • Must be able to establish and maintain cooperative working relationships with others • Must communicate effectively both verbally and in writing with a variety of audience types using different mechanisms including informal updates, formal presentations, business case documents, and other analytical and technical documents • Must have knowledge of electronic computer programming; electronic data processing equipment and its capabilities; principles and techniques of studying work processes for new or revised electronic computer applications; principles of designing methods of processing data; technical report writing; statistical methods • Must have a minimum of five (5) years experience writing complex programs and develop detailed program specifications; analyze data and situations, reason logically and creatively, identify problems, draw valid conclusions, and develop effective solutions • Must have a minimum of five (5) years experience developing, maintaining and enhancing complex and innovative programs using XML • Must have a minimum of five (5) years experience with Oracle 11g/12c, PL/SQL • Must have a minimum of five (5) years experience with Clear Case and Clear Quest or similar configuration tools • Must have a minimum of five (5) years experience facilitating JADs and conducting design and code peer reviews • Must have a minimum of five (5) years experience using Eclipse IDE or similar IDEs • Must have a minimum of five (5) years experience using performance tuning techniques in writing SQL • Must have a minimum of five (5) years experience leading projects with multiple resource groups DESIRED QUALIFICATIONS • Experience working with public pension systems. • Experience with Governmental Retirement Benefits and Health Programs functions and processes similar to CalPERS • Strong communication skills with the ability to effectively communicate both verbally and in writing to various levels of management and staff.
