Minimum Technical Qualifications As of the RFO due date, the proposed project person must have, as evidenced by Attachment II, Proposed Project Person Skill Summary Sheet and resume: 1. At least fifteen (15) years of working experiences in Information Technology or Information System (IT/IS) fields with knowledge and experiences in the areas of software architecture, design, and development; 2. At least ten (10) years of experience working as a technical architect in the areas of enterprise technical architecture, business information architecture, enterprise security architecture, enterprise application integration, system interoperability and interfaces, and middleware technologies; 3. At least eight (8) years of experience working as an enterprise architect to define, analyze, document, and propose the adoption of IT strategies, frameworks, standards, and best practices for an organization at the enterprise level; 4. At least five (5) years of working experience with pension and retirement organizations and software systems/applications specialized for pension/retirement purposes; 5. At least seven (7) years of experience modeling, designing, and implementing enterprise systems using Service Oriented Architecture (SOA) paradigm for enterprise systems; defining, developing, and implementing enterprise security architecture for securing shared enterprise services, e.g. web (SOAP) services, REST services, JMS services, LDAP services, etc.; 6. At least five (5) years of working experience as a business architect or business analyst in performing business analysis, developing business architecture, reengineering business processes, and proposing alignment strategies between IT and business programs; 7. At least five (5) years of working experience in defining enterprise IT governance standards, policies, processes, procedures, and best practices for one or more California State agencies; 8. At least five (5) years of working experience with software systems for investment and equity trading purposes; 9. Must have an advanced degree (masters or doctorate) in Computer Science, Computer Engineering, or related fields as evidenced by a copy of the diploma/certificate.
