Reference RFP 2014-7354, Section IV, 2.0 Program Management Services/ Senior Business Analyst or Business Analyst, for minimum qualifications required for this engagement.” 3.0 Senior Technical Specialist/Lead -Sp • Must have a minimum of five (5) years of business analysis experience working on data processing or business related projects; at least three (3) years of experience must have been in a Lead capacity with a high level of responsibility on a project (Project Management). • Must have a minimum of five (5) years of application development or maintenance experience working on data processing related projects; at least three (3) years of experience must have been as a participant in the independent oversight process (Project Oversight). • Must have participated in at least two (2) or more successfully completed projects. • Must have experience in the management and development of business, technical, and administrative requirements for a project. • Must have experience in the facilitation, development, and use of capturing requirements. • Must have experience in the development and use of traceability matrices in support/monitoring of project success. MINIMUM QUALIFICATIONS Contractor must meet the Minimum Qualifications to be considered for award. 1. Three (3) years program management experience implementing Business Plan Strategies for an organization • experience providing improvements via procedural and process change(s) • experience developing governance projects and communications plan(s) with specific action items clearly defined • able to design, develop, and administer surveys and analyze and report results 2. Three (3) years experience presenting to Executive Staff and Senior Management 3. One (1) year experience managing organizational transformation and/or communications programs, preferably within California State government DESIRED QUALIFICATIONS The following qualifications are desired: 1. Experience dealing with State processes and control agencies 2. Experience working with Health and Public Pension Systems 3.
