Skills Requirement: a. Excellent written and verbal communication skills b. Ability to work independently c. Knowledge of criminal justice operational business processes d. Understanding of criminal justice data flows and integration points e. Knowledge of technology integration strategies f. Ability to manage multiple concurrent IT projects with aggressive deadlines g. Ability to manage large and technically complex IT projects h. Ability to identify and implement project management best practices i. Ability to work closely with central IT staff and agency and department stakeholders j. Understanding of public safety, justice, and local government business and technical environments k. Understanding of data integration concepts and enterprise service bus (ESB) architecture l. Understanding of public sector procurement strategies m. Understanding of IT architecture principles for criminal justice information systems n. Understanding of Local, State, and Federal technology guidelines and best practices, e.g., NIEM, GRA, GFIPM, CJIS Security o. Proven ability to implement technology that supports information sharing between public safety and justice agencies p. Familiarity with Microsofts .Net framework and features q. In-depth experience managing software development life cycle (SDLC) projects r. Ability to manage and coordinate teams of technical resources including architects, developers, DBAs, business analysts, systems engineers, etc. i. Assign tasks j. Evaluate and mitigate project risks k. Report on the teams activities and tasks l. Provide clear and concise status updates to executive and operational managers m. Escalate issues as appropriate for resolution 2. Experience Requirement: a. Information Technology project management b. Implementation of ESB architecture and data exchanges c. System implementations, both custom developed and packaged vendor solutions d. Development of business and technical requirements e. Project change management (scope, timeline, budget) f. Organizational change management g. Legacy system migration/replacement projects h. Request for Proposal (RFP) development and evaluation i. At least seven (10) years managing complex technology projects j. At least five (7) years of staff supervision and management k. At least five (5) years working with criminal justice, public safety and public sector organizations l. PMP is desirable but not required 3. Education Requirement: Minimum Bachelors Degree. A Masters Degree in Management Information Systems or a related field is highly desirable. 4. Responsibilities: a. Manage the procurement and implementation of the ESB architecture and phase 1 data exchanges for, according to IT project management best practices. b. Manage and supervise other contract resources c.
