Description :

2-5 yrs exp Individuals with successful project management experience limited to projects of small scope, limited risk and complexity and/or of short duration. Individuals at this level will typically be assigned to manage projects under the direction of a State supervisor or manager. Individuals with this level of experience are suitable for small Client Agency projects with clear, achievable outcomes, or in assignment as project support on larger projects. Individuals at this level can also be used to in the capacity of a Project Controller, provided that they can satisfy the basic requirements of that position. Advanced level: Individuals with a mastery of project management skills, qualifications and experience. This individual shall function effectively with very little supervision, while maintaining a high professional standard. They are assigned to extremely complex and/or high risk projects that reflect the highest priorities of state government. These individuals are comfortable working with the highest levels of state government and are able to contribute to the furtherance of the states objectives. These individuals have the necessary skills and experience to assist in statewide project portfolio management and/or IT Investment Management.



2. OVERVIEW/PROJECT DESCRIPTION:

The DAS/Procurement Division will be replacing our (homegrown) State Contracting Portal/Biznet e-sourcing solution with a modern e-sourcing technology solution. We have experienced business problems with our current technology that impacts our ability to service our customers effectively. Areas where we need improvement or new functionality include: keyword searches, preference tracking, on-line customer and supplier performance feedback tools, document management tools, solicitation evaluation tools, work assignment tools and tracking, comprehensive reporting and more. DAS conduced an RFI in 2016 to better understand the market, conducted a LEAN event on our sourcing processes in 2017 and administered an RFP in 2018 for e-sourcing solutions. The RFP provided an overview of our environment and current technology functionality and envisioned requirements for future functionality & business needs. A cross-functional evaluation team (including agency and municipal representation) reviewed and evaluated all proposals and attended demonstrations from each proposer on their e-sourcing solution. We have identified the most advantageous proposer in accordance with CGS 4a-59 and are now ready to execute a contract for a new cloud-based e-sourcing solution and implement. This effort will require us to hire a Level 2 Program/Project Manager (“PPM”) beginning mid-February, 2019 and continuing to support this project for approximately 12 months.



3. SCOPE OF WORK

The Department of Administrative Services (DAS) Procurement Division seeks to secure the services of a Level 2 Program/Project Manager (“PPM”) for approximately 12 months to assist us with the planning and implementation of a new cloud-based e-sourcing system. The Project Manager will work closely with DAS/Procurement Management and staff as well as the Software System Provider (“Supplier”) and internal Information Technology Staff to define and clarify our project scope, develop our project plan (using Microsoft Project), project schedule and policies and procedures to support our project objectives. The PPM will help us define the structure of our project team, identify roles, ensure contract milestones, deliverables and service levels are being met, and coordinate, measure, evaluate and report
