Description:

SCOPE
USADF has a need for an IT Systems Administrator in the Office of the Information Technology (OIT)/Finance and Administration to support the agencys IT operations, infrastructure and security operations.

ACQUISITION TYPE
The Government intends on awarding a firm-fixed price personal service contract.

MINIMUM QUALIFICATIONS
The Contractor shall have the following minimum qualifications:
13.1 A Bachelors degree in Information Technology or related field.
13.2 Three (3) years of experience working with Microsoft Windows Servers (2008-2016) in an enterprise environment.
13.3 A minimum of 3 years of experience administering Microsoft Office 365 cloud.
13.4 Three (3) years of experience providing administration of the following Microsoft Office 365 cloud components.
i. SharePoint Online
ii. Exchange Online
iii. Office 2016 Professional or for Business
iv. Microsoft Teams
v. Microsoft Azure
vi. Skype for Business
vii. One Drive for Business
13.5 At least 1 year of experience with Identity Access Management Systems and Single SignOn.
13.6 Three (3) years of experience Administering Unified Messaging Communications and Voice Messaging Systems to include Backups, Add-Move-Change.
13.7 At least 1year of experience with McAfee EPO.
13.8 At least 1 year of experience with Patch Management Systems.
13.9 Three (3) years of experience with network vulnerability scanning and analysis.
13.10 At least 1 year of experience working with Log Management software.
13.11 Excellent Troubleshooting skills in a Windows Enterprise networking environment.
13.12 At least 1 year of experience working with Microsoft SQL server at a minimum SQL 2012 and above.
13.13 At least 1 year of experience with Web content publishing.
13.14 Contractor(s) hired for work under this contract shall reside within the United States or its territories and shall either be U.S. citizens or have lawful permanent resident status.

7.0 REQUIREMENTS

The Contractor shall work cooperatively with the USADF IT Chief in completing the following requirements pursuant to the technical direction given by the Contracting Officer Representatives.

7.1 Major Duties

The Contractor serves as the primary Tier 1 support for all Information Technology department related issues.

7.1.1 IT Operations

The Contractor shall ensure running operations of the Agencys network servers and
Microsoft Office 365 Cloud server infrastructure to include but not limited to the following:

a. On-premise Active Directory Servers
b. Foundations data center servers to include operational functioning of the following:
i. Domain Name Servers (DNS)
ii. Dynamic Host Configuration Protocol (DHCP servers)
c. Maintenance to most recent Operating System (OS) and vendor version of the following security related systems
i. McAfee EPolicy Orchestrator software
ii. Up-to-date Software repository of the EPO server
iii. Up-to-date Anti-Virus/Malware software and proper distribution across the Foundations IT Infrastructure platform
iv. Ivanti Patch Management System
d. Operational Maintenance of Core Security components such as Cisco Meraki Core, Distribution and Access Level switches.
e. Operational configuration of Network and Systems Vulnerability scanning system such as Nessus or any other system in use.
f. Maintenance and upgrade of the Agencys firewalls and its components such as
Intrusion Prevention Systems and Firepower
g. Administration of Si
