PURPOSE: This scope of work is for business analyst services for new and existing functionalities required to support the Health Management System (HMS), for the Office of Information Technology. Contractor will provide these services to the Florida Department of Health (Department). 5. CONTRACTOR QUALIFICATIONS AND EXPERIENCE: Contractor staff assigned to this agreement must possess the following minimum qualifications and experience: 5.1. Three years of experience performing business process analysis. 5.2. Three years of customer support experience. 5.3. Three years of Healthcare Billing experience. 5.4. Two years of experience producing business or technical documentation related to the requirements, specifications, traceability matrices, design, process and data flow diagrams, data migration, data modeling testing and training. 5.5. One year of experience communicating technical concepts to non-technical audiences. 5.6. Two years of experience training and mentoring staff. 5.7. Two years of experience translating business process requirements into technical requirements. 5.8. One year of experience of validating user requirements, providing written test plans, verifying product functionality, and coordinating testing activities. 5.9. Two years of experience testing web-based applications. 6. CONTRACTOR RESPONSIBILITIES: 6.1. SERVICE TASKS: Contractor will perform the following tasks in the time and manner specified: 6.1.1. Utilize oral and written communication to interact with subject matter experts (SMEs) daily to establish proficiency in the business processes as directed by the Department. 6.1.2. Facilitate business requirements gathering sessions with SMEs as assigned by the Department. The facilitator is expected to ensure a defined agenda is communicated to participants, ensure a common understanding of terms and definitions, synthesize ideas, track discussions, and provide clear summaries of the discussion and decisions in oral and written form using Microsoft Office tools. 6.1.3. Participate in Joint Application Design (JAD) sessions with development teams to represent the interests of business stakeholders as assigned by the Department. Participation includes providing accurate answers to questions regarding intended software functionality. 6.1.4. Perform validation of documented business requirements against business processes as assigned by the Department. 6.1.5. Perform verification of developed software against business requirements and technical specifications as assigned by the Department through User Acceptance Testing (UAT). 6.1.6. Prepare and submit documentation of application change requests utilizing the Departments change and configuration management system as assigned by the Department. 6.1.7. Define, document, and submit functional specifications and software test plans as assigned by the Department utilizing Microsoft Office software and the Departments change and configuration management system. Functional specifications and software test plans must be documented utilizing templates provided. 6.1.8. Identify, document, and submit opportunities for improving the efficiency of workflows represented within the software and increasing ease as software enhancements as assigned by the Department Identified opportunities must be documented using Microsoft Office and the Departments change and configuration management system. 6.1.9.
